Create a Global Youth Action Network

I imagine that if we can in the global population of over 100 million the city, to find 100 comrades, and then use the mail system to find 10,000 volunteers, respectively. So, we can include the 10 million young people to create a unified global network. The management of full-time members of this network may only need 10. In the Internet era, this idea is feasible.
