How would a socialist society distribute the broadcast spectrum democratically? Auctions?

How would a socialist society distribute the broadcast spectrum democratically? Auctions?
Through regional planning that influences worker councils of broadcasters (broadcaster soviets). Meaning broadcasters would have goals and standards democratically set regionally, so there would not be much of a issue of distribution as it would be controlled through councils not markets.

That is not to say broadcasters would be micromanaged regionally just that the workers running the broadcasters would have to address demands and complaints from the population of the region that their service to warrant the resources they use including the airwaves.
