World leaders agree to secure all vulnerable nuclear material within four years. Is this enough?

My question is, how could any of us know they're telling the truth? How could the countries know the others aren't keeping more than they say they are? Reminds me of those "let's both put our guns down" scenarios, where one of them picks his gun back up.

It's been near enough two decades since the fall of the USSR.

It seems like the attitude has been:

1) Secure Capitalism
Then
2) Secure a nuclear-free world.

Our dear leaders have their priorities mixed up, really.
