One of my more stupid questions. I've been supporting it for some time but what does it entail?

It entails direct democracy, id est, getting rid of oligarchic representatives and government commissioned managers.

Democratically managed economies do not use a market system or a central planning oligarchy to determine the allocation of capital. Rather they use consumer councils where people vote for what they want produced. Neighborhoods vote for what they want in their neighborhood, cities vote for what they want in their cities, etc. Robin and Hahnel give an in depth discussion of a democratically managed economy here:
