here's the 68 crimes (http://en.wikipedia.org/wiki/Crimes_punishable_by_death_in_the_People%27s_Repub lic_of_China) punishable by the death penalty in China.

It says that if someone in the Chinese military "cruelly injures innocent residents in an area of military operation or plunders their money or property" they can be put to death.
