I have seen this before. This must almost be an off-shot of the left-wing of Limonov's national bolsheviks. Funny that they seem to be genuinly anti-authoritarian, while at the same time upholding Stalin. They might even be anarchists who are upholding Stalin simply because of Stalin's prevailing popularity in Russia (and some other parts of the former USSR).
