How to become a citizen of russia?

I was wondering if it is even possible, or just more propaganda put all over the internet.

I am 17, and wishing to go to college for mostly anything technology.

Why would you want to become a citizen of Russia? It is probably one of the worst 'modern' nations if you could even call it one.

I'm not saying Russia or Russians are really inferior, just that the living standards and labour climate are much lower than in other western 'modern' nations.
