In her book " The politics of Presence" Anne phillips argues that Gender ineuality can be fixed through having party quotas. But argues against havign the same system for ethnic groups for various reasons.

But I dont understand what she proposed instead, in regard to Ethnic equality, because she rejected affirmative action...
