Meanwhile Chavez ratified his goverement's decision to overcome the economic model imposed for decades by the United States on oil export.

"It was like economic slavery imposed by the Yankee Empire and the oil transnationals", he said.

He said the exclusive dependence on hydrocarbons must be stopped by increasing production designed to diversify

"We were forced to produce cheap oil and later they sold everything to us at very high prices"

the latest measures adopted by his administration seek to erase the old economic model. They include a foreign exchange adjustment announced last Fri Jan 8 and the strengthening of public banking.

"We want to encourage export substitution. I'm not saying that we are able to make everything here, but we can surely make most of the things"
