Is it possible to create a new internet similar to how CERN/Military did? Will it overwrite the current or can it somehow coexist with the current one?

Although I don't think it would be possible anyways though...

wtf? internet is internet, a net of internal connections >_> it isnt a "THING" so the whole question is flawed, and why would you want that anyways...

I'm not sure if I understand the question. Do you want to talk about a "leftist" network, more secure and less vulnerable to the state's influences? I'd suggest Freenet as the most interesting project in this regard, but it is still extremely slow and thusly not a viable alternative.

I think the question is just what it is the possibility of a new internet being made so yeah if it was it would be like what The Human Condition said or like how it is in Futurama.

No, all the internet is a connection of individual computers. All a website on the internet is an individual computer that has files which are sent out and received by everyone else.
Unless you want to take another cable and attach it to your computer and make a whole new connection?

Its like saying can we create a new telephone line.

It is not as simple as that. There is something like a critical internet infrastructure (http://en.wikipedia.org/wiki/Critical_Internet_infrastructure) behind all those "individual computers". As this map of only a very small part of the internet shows (http://upload.wikimedia.org/wikipedia/commons/d/d2/Internet_map_1024.jpg) there are nodes to which computers connect to, these nodes are connected to ISP networks, which in turn are connected to backbones.
