When innocents are killed in a military action, does it create a breeding ground for terrorists?

Absolutely yes. And that does not only apply to Muslims. Imagine yourself in a situation where everything you own disappears, most or all of your family and friends killed, and you left to rot on the streets. At the same time, they call you a Christian extremist when you start to support the Christian Liberation Movement, which happens to be the only movement to act against the invaders effectively.

They could try what they always propagate: that the government stays out of everyone's business. Too bad government itself is a business...

It really isn't surprising that these guys go nuts and kill innocent people. The US and Israel, or any imperialist aggressor that makes life that miserable for its victims is at least as complicit in any desperate revenge attacks as the attackers themselves, I think.
