This is all kinds of awesome actually. While it has obvious benefits for the hearing impaired (and makes it easier for video creators to make their videos accessable) think how easy it will be for citing news and documentary sources.

it doesnt go far enough imo, there should be subtitles available in every language or at least as many as reasonable to make the videos accessible internationally.

Google will translate the subtitles into any language you want.
