Where can I get more information about going down to Cuba to study a foreign language?

I know that there are some groups in the U.S that sponsor stuff like this.

You can study in cuba, but if you are from a first world country and not from a impoverished community, you have to pay a tremendous fee. When it comes to foreign exhange students there is alot of positive discrimination in favor of students from third world countries applying for a scholarship.

I checked this out a little, it seems to be very hard to find a study abroad program at universities in the area, which you are also in. Last year, on a tour of Portland State University they said something about how you could be signed up for being attending another school in another country, while you study abroad for that school in Cuba... not sure if this person really knew what they were talking about though.
UPS doesn't seem to have one, neither do Lewis and Clark, Willamette, or Western... I could be entirely wrong though, I am pretty damn sure that UPS doesn't have one... but the lady in charge of study abroad is a ***** here anyway. I said I wanted to study in Latin America. She told me that I shouldn't try to learn Spanish because it is complicated (not particularly actually...) and I should study French instead... how inspirational... might as well have told me to study abroad in Australia.
