I would also go with 'World Revolution and Communist Tactics' as opposed to 'Workers' Councils'. I much prefer his work in the the revolutionary period to his later work. He moved to a very anti-party anti-organisational position.

I have some sort of a Pannekoek reader produced by Dutch council communists. Although the left-communist perspective prevails, some of Pannekoeks writings offer a good introduction to Marxism, even for those who adhere to what's called Leninism. I liked Historical Materialism (1919) and Communism and Religion (1936).
