This one?
"What the working class strives for in its struggle, liberty and security, to be master of its own life, is only possible through control of the means of production. State socialism is not control of the means of production by the workers, but control by the organs of the state. If it is democratic at the same time, this means that workers themselves may select their masters. By contrast direct control of production by workers means that the employees direct the enterprises and construct the higher and central organizations from below. This is what is called the system of workers councils." —Pannekoek, 1952

I find World Revolution and Communist Tactics (1920) an interesting read.

There's a decent Pannekoek archive (http://www.marxists.org/archive/pannekoe/index.htm) on the Marxist Internet Archive.

Lots of stuff here including both of the texts mentioned:

I would also go with 'World Revolution and Communist Tactics' as opposed to 'Workers' Councils'. I much prefer his work in the the revolutionary period to his later work. He moved to a very anti-party anti-organisational position.

I have some sort of a Pannekoek reader produced by Dutch council communists. Although the left-communist perspective prevails, some of Pannekoeks writings offer a good introduction to Marxism, even for those who adhere to what's called Leninism. I liked Historical Materialism (1919) and Communism and Religion (1936).
