Well getting drunk is not acceptable to me, as it wasn't socialy acceptable in the society I previously lived in. To be honest, I don't find any reason to get drunk. I drink until I become more social and have less "restraints". More drinking than that I think it gets anti-social.
So when I drink in a pub I usualy have two pints of Rickards Red, nothing more. I like to be on my senses, be able to have conversations and in general have a good time. I don't like ruining my good time, along with my braincells by abusing alcohol.

Whenever is a good time for you. The notion that there is a specific socially acceptable time where you can put alcohol into your body is absurd.

There are different rules everywhere. I don't think most people here care, although some have claimed that the "rule" is 12 or 1 PM. But that only refers to starting to drink. When you get drunk after that, depends entirely on yourself.

You can start drinking when the sun is over the yardarm (about 11, coincidentally opening time) and at minumum you should be drunk in 2 hours, more if you've the stomach for it. This rule can be waived if you're going for a 24hr drinking slog (which is a fun activity, mark my words).

Starting early and going on for the entire day is always good fun. There's nothing like seeing everyone sit down for dinner while they're already pissed, and then the evening has yet to begin.

How about smoking?
Tobacco is more harmful than alcohol, it makes it just as hard to fight back in the future... but we see Fidel, Guevara, and Mao all smoking... not to say that they are all communist, but I don't think it hurt the revolution too much...

I've never understood this "hair of the dog" bollocks. Firstly the last thing I want is alcohol when I'm feeling rotten and maybe nauseous depending on how bad it is, and secondly it's the last bloody thing my body needs as well - I find that drinking plenty of water and having something large and greasy to eat speeds up my recovery.

We call it "reseter" or "restorer". I dont do it myself, I usually cant stand to look at alcohol after a night of heavy drinking. I mostly ride out the hangover with aspirin and a big, greasy breakfast.

The “hair of the dog” rule only comes into play when you wake up from a night on the piss and are still actually drunk (sweet).
If you wake up hung over then the "plenty of water" theory is the way to go.

It's not about the time. It's about the place, the people your with, how much alcohol you have left and whether or not you have to do anything after you've finished drinking.
