Japan’s PM-elect promises a big cut in greenhouse gas emissions by 2020. Is this a realistic target?

Whether or not it's realistic...

I have a feeling that the new PM will focus more on economic issues and attempting to raise the standard of living of the people probably by making an attempt to form more jobs and such.
