First is a unicode, has to do with pc fonts, and second is one of the forum smilies, you can get it by clicking more, in the smilies box or type :hammer sickle: without the space

But I'd like to be able to use the red one on other forums.

You can always save it on your pc, then upload it somewhere(imageshack for ex.) and post the link each and every time, though this is definitely not an easy thing to do.
Some boards though support drag&drop, i know it works in here and in some other forums, so you can choose it from here, drag it up to the other tab and place it in the form you are typing!

If you right click on it, go to properties and get the smiley URL you can hyperlink it from other forums by using IMG tags.
