I can't see anything like this. I had a look at the site and the only person on a banner that vaguely matches your description is Indian Prime Minister Manmohan Singh - and he's wearing a turban.

I believe you are probably right, its just that the hat and what appears to me to be a spectacle makes him hard to recognize.
