We also manufacture and export instruments of torture do we not? Would we be really surprised if the British government are?

The British government has, despite massive domestic and international opposition, bombed, invaded and plundered Iraq and Afghanistan without any respect or thought for the populations of these countries or the international laws supposed to prevent or check such actions. British military agression has been directly responsible for thousands of deaths in Iraq and Afghanistan. Britain is a 'rogue state' operating outside international law when it suits, so it would be unsurprising if the current claims of complicity in torturing detainees did not have at least some truth in them.
