Is there some resource online about riot tactics just to get a grip on how it's done?

Riots are unorganized, unplanned and without a central command, so a study of riot tactics (on the part of the rioters) would be impractical at best. If you ask me, you might as well just study general military tactics and apply it to the situation as it develops. Are you looking for a guide on how to organize and direct protests?

No, I'm looking on a guide on how to cause damage, avoid the cops, etc.

Well if your looking to cause damage iv heard there was a book called The Anarchists Cookbook I think its Illegal in the states but you should look on the internet theres a few copies floating around there.
There's a copy online which I advise against using because it is a modified version and its more ore less just for entertainment than actual recipes for bombs and such.

You can find advice as to the tactics that should be undertaken during any protest, especially a violent one. I would strongly suggest that you ignore anybody suggesting that you read anything like "The Anarchists Cookbook" (it does look like "The Anarchists Handbook" is a different book at least), but, as to things being illegal, very few books are in the USA... If you have stuff that provides recipes for bombs, my advice is, don't try them. Actually be a knowledgeable chemist before you try and make a bomb. (Also, what the fuck do you want a bomb a riot for?)
I would suggest searching the "practical" forums for threads with "shieldbook" in them, the Shieldbook can provide valuable advice as to body armour and similar. (Examples of useful threads include: this one (http://www.revleft.com/vb/materials-rnc-protests-t24288/); and this one (http://www.revleft.com/vb/some-ideas-tactics-t87646/index.html?t=87646).)
If anyone has a copy of the shieldbook, please chuck it online so that we can all benefit from it. I believe some of the links that have been posted previously no longer work.

I lol'ed hard.
There is no guide to this, the only real guide one could possibly have for this is experience. As manic stated riots that generally just are formed with the intent of "causing damage and avoiding the cops" is an impractical subject to study. Whether or not they are more organized (like the Greek riots for example) or completely spontaneous and chaotic is beside the point really; the point is that riots by nature is self-defeating, because the rioters know they cant win. Instead of taking the ultra-leftist "fuck shit up" approach, why not try looking for a guide for something more useful, say organizing workers for the eventual overthrow of capitalism? It might be a good idea, just saying.

There's the Guide to Surviving Public Order situations (http://libcom.org/book/export/html/11240), that might be useful. I've never read Recipes for Disaster (http://www.crimethinc.com/books/rfd.html), but it sounds as if it might also have the kind of stuff you're looking for.
Is there any reason to believe that riots will be happening near you in the near future? Is there some upcoming event which you expect to turn into a riot? If not, then I'd second what mykitty... says above - reading up on tactics which you don't expect to actually use is roughly as practical as a roleplay game, and while it might be interesting, it'd probably be less productive than talking to people in your workplace or community about issues that matter to them. Doing that should hopefully ensure that if and when shit does kick off, there'll be more people around who have your back, which is pretty vital.

I'm moving to Portland in about a month. Riots happen there every so often.
I fully plan to get into organising once I'm there, but I'm not yet.

Riots don't come with tactics. Riots occur when organization breaks down and the remaining energies become a power of unfettered critique... with bricks.

Riots can be organized pretty well and have tactics. The rioting in the French pereipheries in 2005, for example.
