I think it's called "The Guardian" or "The Runaway" but I might be wrong. If anyone knows what it's really called please correct me.

It's about a future society (England) which has been divided into 2. The Conurb (South and East) and the County (North and West.) In the conurb, living conditions are incredibly low, most people are working class, libraries just get closed, people play gladiatorial style games,boarding schools feed groul and the value of life is worthless. In the County on the other hand, all the landowners, and skilled people who work in the conurb retire to the county.

Separating these 2 worlds is something like the Berlin wall except there are lots of myths about it. People in the Conurb aren't interested in knowing what's on the other side and everyone says it's an electrified fence with guard dogs who rip you to shreads if you try and cross.

However a boy escapes from a boarding school he was sent to after his father died and manages to find his way from the conurb into the county. He is taken into a family under the guise of being a long lost relative from Nepal. However the fact that he has escaped causes termoil in the county and the system begins to collapse.
