The RAF broke up in the late 1990s and is unlikely to re-form. The causes and conditions that gave rise to it no longer exist so an urban guerilla force of that nature is at present unsustainable.

why? what positive could possibly come out of revitalising an urban guerilla/terrorist sect like RAF?
