These are called micronations.

Vatican City is the world's smallest internationally recognized nation. Although I think it's a huge joke and the land should be ceded back to Italy.

These micronations often are monarchies for some reason (I would guess the people that found them have inadequacy /ego issues).

Countries have actually taken action against these set ups. Republic of Rose Island, Sealand, Republic of Minerva, all provoked serious reactions from neighboring governments.

Republic of Minerva was basically a bunch of libertarians who found an island and decided to claim it and build their free market tax-free society. Then the Tongan government of course stepped in and affirmed a claim to the island which was recognized by all the governments.
