Can anyone play improv blues harmonica? im still learning but theres noone to teach me and no info on the web. even if you no some blues bands with harmonica because i cant find any.

Well, Diatonic harmonicas are harmonicas designed to play in one and only key. So, if your song is in G, a G harmonica is the whole one that's going to sound right. This is what Bob Dylan and the like use. To my understanding (please correct me if I'm wrong), improvizing on this kind of harmonica doesn't require much music theory. Just play with your heart.
Are you looking for general improv techniques? Because, I guess all I can really say is learn your scales and modes (particulary, the blues scale), practice going up and down them in various ways, and for me personally, an improv composed of a few licks is easier than one continuous melody.

If you're playing the blues harp for a song in the key of G, you'd most likely want a harmonica in the key of C. When playing the blues harp, it's easier to use a harmonica tuned 5 semitones sharper than the key of the song. The reason for this is that the pentatonic scale, which is the dominant scale of blues music, is a lot more accessible this way.
