I would have to say it would probably be easier although you didn't really give me much detail to work with in answering the question. With the use of computers and other technology we have access to it would probably be easier, yes. There would be a computer to keep track of what it is exactly that is being distributed and how much. There are also better means of transportation to transfer the food to where it needs to go. There are also methods to keep food fresh for longer too.

I think it is more than possible. But can it be made equal on the regional level is another question. For example, how about luxury goods. If they are distributed freely, they are always out o stock. If something is asked for them, how to make it equal.

Of course it is easier, because of the advanced technological capabilities we have now; one group of people can easily coordinate food distribution with another group on the other side of the globe.

The only hard part is abolishing capitalism and creating the social foundations for central planning. ;)

I don't know about a singular agency controlling the entire food supply, but if you look at the nature of agriculture, it's mostly corporate farming that handles consumers needs.

I just look at the Walmart model of distributing massive quantities of foods at as low cost as possible (to maintain high profits) and wonder if government central planning of food distribution today would suffer the same shortages, empty shelves and hunger as the USSR did in the past.

I wish I could say food distro is easier these days, but I can't. Food not Bombs, for example, gets shut down all the time and beaten by the cops. There is one active food not bombs group (that I'm aware of) and they're in California. Oxfam is another organization that TRIES to feed people, although they usually don't get let into the countries they are feeding (the governments usually stop them). The idea of central distribution of food is more possible through technology. Communications between regions would make it possible to send needed supplies from region to region. This would also greatly aid in preventing shortage.
