Ominous news and another indication that cap and trade will fail. However, if someone can confirm the math, this would strengthen the claim being made.

Developing countries should not be forced to reduce their carbon emissions at all. Developing countries urgently need rapid and widespread economic development, something which will not give way to any immediate decreases in their CO2 emissions, but will likely give way to vast increases in it, at least in the short term. This is, of course, something which Western environmentalist reactionaries like George Monbiot are strongly opposed to. The reason they sometimes oppose developing countries making all the carbon reductions is that per-capita CO2 emissions and economic wealth in the developing world are on the whole incredibly low, relatively speaking. They want their carbon-reducing policies to dent development on a grander scale. Nevertheless, this does not, it must be said, prevent them from supporting anti-development policies in developing countries anyway; the last thing they want is the developing world to actually be developed.
