Diplomatic Actions
Push for government reforms in NPC nation (-100 credits, if succeeded gain 50 prestige and more support globally towards ideology plus increased relations with nation, if failed lose 20 prestige, name what reforms are requested)
Negotiate End of Conflict [-20 credits, can only be done for NPC-NPC conflicts (such as NPC nation vs. rebels), if succeeded gain 30 prestige, if failed lose 10, name what you are willing to do to help end conflict]

Economic Actions
Send Aid to NPC Nation/Rebels- Done in intervals of 50 credits, 50 will be minimal aid, 100 will be a step up, 400 would be heavy aid etc.
Build Economy 100-1000 [do in intervals of 100] Will raide economy, can only be done once per term

Covert Actions
(Note that if you do a covert action but don't get news of the results, but your treasury was effected, then assume it failed but wasn't caught)
Set up rebel movement in nation (-150 credits, if succeeded rebel movement appears in nation, if failed nation becomes enemy)
Influence rebels towards ideology (-30 credits, if succeeded gain 10 prestige and rebels adopt your ideology, if failed lose 10 prestige and drop in relations with nation with rebels)
Frame foreign nation (-30 credits, pick nation, then framed nation, will frame nation, causing loss of relations with other nation, if caught lose 30 prestige and both nations become enemies of yours)
Organize secret bombing campaign against nation or rebels (-100 credits from nation, more effective than President/Gen Sec. version plus a chance of being secret, nation becomes enemy and diplomatic relations with other nations decrease if caught, will hurt stability, economy, and possibly military of bombed nation)
Coup government (-200 credits, if succeeded gain 30 prestige and a new, loyal government in nation, if failed lose 30 and make nation your enemy)
Assassinate leader of nation (-30 credits, lose 10 prestige and international condemnation if found, if not then new leader rises with stability hit)
Fund political opposition in NPC nation (-Done in intervals of 50, will help opposition win in selected nation when elections are held if successful)
Propaganda (-50 credits, specify target and what the propaganda should say)
Economic Sabatoge (Will hurt economy of nation, done in intervals of 50

Military Actions
Deploy/withdraw troops (-10 credits from nation each deployed unit, good for preventing wars or fighting rebel groups, but decrease in relations
Buy another unit (-100 credits if army is at 1/1, -200 at 2/2 or higher, -300 credits at 8/8 or higher, will give you another unit at expense in diplomatic relations and will increase prestige by +10. For every unit purchased, 500 manpower is deducted)
Build defenses (-100 credits, specify what kind of defenses and where they are placed i.e Anti Naval fortifications on the West coast of Baha California etc)
Bomb nation/rebel group (-50 credits, nation becomes enemy and diplomatic relations with other nations decrease, will hurt stability, economy, and possibly military of bombed nation but with a 5 prestige increase, cannot do it to rebels inside own nation)
Increase nuclear program (-200 credits) for level 1, increases by 100 each level, gain prestige
Decrease nuclear program (+200 credits): will gain credits but lose prestige.
Deploy Nukes to Location (-150 credits): gain prestige, if opposing nation allows it to slide then they lose prestige, must announce it in News, nuclear level must be 6 or higher

Nukes

There is a system of nuclear war breaking out in the game. Any power attacking a nuclear opponent three levels or more below his own nuclear level is able to achieve nuclear primacy - effectively saturating and incapacitating the opponent's arsenal and avoiding MAD.

A nuclear level:

1st level: represents functioning tactical nuclear devices, massively increasing defense against conventional attack.
2nd level: effectively precludes successful conventional invasion.
3rd level: represents a number of functioning long-range ICBMs, allowing offensive threat of nuclear attack.
4th level: represents an increase of functioning long range ICBMs
5th level: represents a massive arsenal of functioning long-range ICBMs, enabling the complete destruction of an opposing player.
7th level: represents ICBMs equipped with MIRVs and deployed throughout the world on a sizable boomer fleet. At this level, it is impossible to saturate one's nuclear defenses.

Deploying missiles to nations increases the chances of nuclear war occurring. At first it isn't too much, but mass deployment dramatically increases the chances. A chaotic world in general also increases chances, as does superpowers having troops firing on each other in faraway conflicts or generally blaming each other for things.

their is now a separate Atomic Energy Level. Which will allow for the building of civic Atomic Energy powerplants. Of course, you'll need the Atomic Energy level in order to create actual nuclear weapons.

So, in order to gain a level one of an atomic energy level, you must, gain access to Uranium. Whether or not the country you have possesses a rich enough Uranium deposit, should be backed up with a claim, which I, the GM will than double check. If your country does not, you'll have to gain access to a Uranium Bonus, from a number of Uranium extracting nations. After an investment of at least 100 Credits to gain access to Uranium. You have two choices. Either buy a license from a country which possesses Atomic Power plants and blue prints to an atomic reactor, or build your own. To gain a license, you will have to pay a negotiated fee, of at least 100 Credits. If you choose to build your own, you will spend a 100 Credits for three turns in order to build an efficient reactor blue print.

Once a reactor is proposed and built. You will than be able to level up, by 100 Credits for each level. Only one level per time can be gained. There are five levels of Atomic Energy Production:

Level 1: Gives you +25 Credits
Level 2: Gives you +50 Credits with -5 Maintenance Fee
Level 3: Gives you +75 Credits with -10 Maintenance Fee
Level 4: Gives you +100 Credits with -15 Maintenance Fee
Level 5: Gives you +125 Credits with -20 Maintenance Fee

Investment (-85 credits, if succeeded gain +10 income each turn with repeated investments in nation yielding more income, but investing more than the nation's actual economy [such as 4 times when economy is at 3/5] has a chance of making the nation dependent on yours; player economies may be captured at a value 50%+ of their nation's base economy. Specify which industry (Agriculture, Textiles etc)

Increase/decrease social spending (-25 credits per turn per level) increases the possibility of rise of popularity, in countries which suffer from malnutrition or health problems, may decrease the negative effects on the economy, each adjustment requires 2 actions). Limit of up to Five.

Raise taxes/lower taxes (-20 credits each turn but with less popular support; has a chance to negatively affect economy each round/reverse). Limit of up to five increases/decreases.

Cultural spending (-25 up to -100credits per turn) increases the possibility of raising prestige for the nation. Spending on cultural events, such as the science, arts, music, theatre, ballet.

Sports spending (-30 up to -100 credits per turn) another potential for increasing prestige and popularity of government. Spending on domestic leagues as well as National Teams, such as National Representations for the Olympics, Football Championships will not only help in potential for success of the nation at the event, but will likely raise prestige.

Use of Nuclear Weapons


Use of Nuclear Weapons, are discouraged, and will result in the end of the game. In order to ensure that the game is not forfeited because of a decision made out of passion. The pushing of a button will not be set as a free action.

Pushing the button will cost:

1st level: -500 Credits, -20 Prestige
2nd level: -550 Credits, -40 Prestige
3rd level: -600 Credits, -60 Prestige
4th level: -700 Credits, -80 Prestige
5th level: -750 Credits, -100 Prestige
7th level: -800 Credits, -150 Prestige

Similarly, the success of launching a nuclear weapon, will be based on random; simply put. The decision to launch nuclear weapons, and to unleash thermo-nuclear war, will be logically seen as a decision to be taken by those who will have to physically push the button. Unless, MAD is initiated! Similarly, that decision, will not have been made easily by a President, a General-Secretary or a Chairman. Thus, likely resulting in a overthrow if such a decision had even been sought!

An addition to the nuclear weapons rule. If you want to improve your level of nuclear capability, you must grant a 100 credits on top of the level up, in order to ensure that the research into the higher level will be successful in gaining you the level you desire. A 100 credits will be the static price for all research per level. In addition research must be coordinated with testing of nuclear device.

A single test of a nuclear weapon will be 50 Credits, and must occur within a territorial domain of the country you current control. The United States may use the Marshall Islands, France the Atoll, the United Kingdom current domains, and the Soviet Union may use its own Republics permitted that they do not contain a population within it. If you are to undertake tests outside of your own territory, on top of the 50 credits, another surcharge of 50 must be paid to the Domain you will be testing on.

Their is a potential for environmental damage to the economy, whether the test is done: underground, underwater, above ground or in the atmosphere and will potentially increase the level of threat!

Treaties


Nations may sign Trade, Defense and Peace Treaties between one another. The action, will result in the expansion of the economy, stability as well as military strength as well as overall improvement of the game system.

Treaties may be signed between Player Nations and Nations-NPC. Falling under the following categories:

Economic (-100 Credits): will result in the expansion of both nations economies.
Defense (-100 Credits): can be fostered either as an Alliance, or a Mutual Protection Pact or a Pact of Non-Aggression.
Peace (-50 Credits): Armistice treaties can only be done in a time of war, and only in Player-Player Conflicts. Three concessions must be listed which a nation must be willing to follow through with in order to secure peace. Other peaceful treaties, may extend to geo-political border restructuring.


Always remember, the more specific you are in your turn reports, the more likely you will succeed.

For example: Instead of saying "Damage Indian economy-50c" Saying something like "Introduce a herbicide in India that will destroy the agricultural yield". Some goes for all actions, including "build economy" and military actions.

Bear in mind that these United States do not wish war to be waged upon any child of Earth. We stand together with all peoples wishing to be independent and free, and to respect the independence of others.

When the dictator of Cuba, Batista, was overthrown by the people, many of us here in the United States cheered, as we held hope that the Cuban people would be free to chose to establish a democratic state honouring the principles of the great Martí, the liberation war hero of Cuba.

But, the Cuban people was betrayed! Betrayed by the power-hungry clique around Fidel Castro which has taken away the public utilities of the Cuban people from the starving children, creating a dictatorship supported by Russian advisors and communist weapons! Castro has even, in order to install terror into the Cuban people, distributed poisoned icecream to Cuban children!

The United States cannot allow Cuba to turn into a bridgehead of Soviet imperialist aggression against all the nations and peoples of the western hemisphere. In order to defend the integrity, liberty and peace in the Carribbean and to help the Cuban people in their democratic process, the United States of America has been compelled to undertake an intervention in Cuba.

We are not coming as conquerors, we are coming as liberators. And this time, we will not abandon the children of Cuba, but will help them rebuild the land which has been turned into a desolate wasteland by the Castro regime.

Brazil condemns the US 'intervention' in Cuba. This is a blatant act of aggression, against a populist revolution which has successfully, despite American efforts, overthrown a vile dictator. Iran decides to be neutral towards the Cuban situation (at the moment) and will not consider imposing sanctions (at the moment). If Iran finds the sanctions unfair (i.e. we don't agree with the reasons behind the sanctions, which we don't at the moment) we will still continue to trade with the Cuban people.

America also has missile in turkey that could easily destroy Moscow, and other Russian cities. Mr. Kennedy's hypocrisy or stupidity is amazing. And the only totalitarian attack I see is on my fellow Latin American country Cuba. Perhaps the American president should take an American history class before he talks of imperialism.

I have today signed a bill, called the "Civil Draft bill of Robert Kennedy".

We are the greatest nation the world has ever known, but even the sun itself has it spots. These spots in our society are the prevailing forces of racism, of ignorance, of egoism, of poverty and despair.

Recently, I travelled to Mississippi. The shackles and huts I saw families live in filled my heart with grief. There are people in America of this day, who have no chance to go to school, no chance to get medicine if they are sick, and no chance of even having a roof over their head.

And then there is the ugly head of racism and ignorance. America, by its very nature, is anti-racist. The idea that some people are less worth than others on the basis of the colour of their skin is foreign to American ideals, foreign to what this Republic once was built upon.

Together, we should unite against racism, and fight it everywhere. In America, your value is not deemed by the colour of your skin, or the value of your wallet. In America, your value is determined by the service you are willing to give to your community, and the kindness of your heart.

I believe that the struggle against racism and ignorance demands more than simply laws. The struggle demands a change of heart, an embrace of our unity in diversity, and a realisation that each man is born free and equal to any other man.

Therefore, I have now signed this bill.

Each American citizen, in the age of 17, should be enrolled into a new entity we are creating. It will be called the Robert Kennedy Diversity Foundation.

At least 60 days the year of their seventeenth birthday, each American youth should be in service to help teach children of colours, help the elderly, repair crumbling schools, build decent housing to the poors, and reach out their hands to those less fortunate than themselves, no matter black, white, red or yellow.

The movement of Soviet nuclear missiles towards Cuba concerns Iran greatly, it's people are strongly against anything that would take this Earth closer to nuclear extinction.

The Iranian government is considering (currently under discussions) to accept sanctions (to be decided after the 1st turn has been processed, i.e. a decision would be taken in mid or late 1961 or possibly early 1962) towards Russia and Cuba (in Cuba's case a sanction of anything with military applications especially relating to missiles and of oil and its derivatives) unless this "missile crisis" has been dealt in a peaceful and diplomatic manner by all parties involved (i.e. I guess that would mean withdrawing missiles from both Cuba and, on the U.S. side, Turkey).

Cuba having nuclear missiles is a double-edged sword. Having nuclear missiles on the island does fend off the imperialist wolf know as the USA, but, at the same time all Cuba is really doing by allowing the Soviet Union to deploy nuclear missiles on the island is serving Soviet social-imperialist interests in favor of US imperialist interests, as they did before. How can Cuba consider itself liberated if its simply serving the imperialist interests of one country over another? The deployment of nuclear weapons on Cuban soil will only come as an answer to the deployment of American nuclear weapons in Turkey, that is, if the US chooses to keep them there. There will be no need for deployment if said missiles are removed as soon as possible.

I think we should take the Soviet example and try to resolve this calmly.

Iran would not be bothered if called to help mediate this crisis.

I think these demands should/will have to be meet by all parties in order to resolve this situation:

1)Cease (the U.S.) any hostilities against Cuba.
2)Removal of Soviet missiles in Cuba
3)Removal of U.S. missiles in Turkey

Brazil seconds this motion and would gladly host diplomatic talks, on the condition that the USA unconditionally ceases all military action against Cuba. We applaud the USSR and Iran for being the voice of reason among the parties involved.

The one exception of an industry actually thriving in L.A is the canned food industry, as families take their cars, their pets and their TV's to the woods to organise a defence against the Chinese invasion.

The US government has stated that if China is going to be belligerent, the American military is ready for an appropriate response.

The leadership of Cuba has decided to allow citizens to leave freely.
Unsurprisingly a only very small percentage of Cubas citizens decide to leave.
Cuba having shown that the Cuban people are happy with the new leadership and that the Cuban people do not need to be "liberated" by the American gov't.
