This may seem like a stupid question but i know that the Soviet Union was never communist are all other "socialist" stats like that or has one or two said they are communist?

Democratic Kampuchea maybe. But they weren't.

Most states run by marxist-leninists parties or self-proclaimed marxist-leninist parties has defined themselves as socialist republics.

Socialism does not exist simply because of a revolution. On New Year's Day, Che said "all we did was win the war, the revoution starts today!" No modern nation has ever truly been "communist" -- communism has to be built -- merely seizing capitalist means of production by workers does not mean communism has been achieved. Marx once described communism as "freely associated labor engaged in production for use, rather than exchange. When Che criticized the Russians at the Afro-Asian Conference in February, 1965 he was basically accusing them of "producing for exchanumage." In that sense his communism was pure. Producing for use, means that the workers produce for their needs (what Marx called "the realm of necessity") and above that the surplus is shared so that production is "decommodified." At that point, human beings are emancipated from the production system (Marx called this emancipation "the realm of freedom"). Marx emphasized that the shortening of work time. Was critical to this emancipation. That emancipation roughly equates to socialism, communism or whatever else you want to call it. So the truth is that in today's world revolutions and nations can aspire to communism, but achieving it is a long process, that challenges the revolutionary to achieve a revolution in people's hearts and minds and in the ways people live and work.

I read a history of the USSR published under Kruschev which claimed that before World War 2, the Soviet Union was about to begin the transition to Communism. And I wouldn't be surprised if the Khmer Rouge called Cambodia communist at some point.

I wouldn't say "degrade", but that's just semantics. Socialism's the first step towards communism, though, in which all the means of production are geared towards producing for and meeting people's needs, rather than profits. Once we're able to produce to meet our needs in excess, then...

As I understand Stalin declared SU communist in the 50's I guess. The declaration was later withdrawed. I'll try to dig if I can find sources or if I just imagined things.

This is correct, but don't get the idea that all forms of "Socialism" are equal. As you know, many nations have called themselves socialist, and while some have arguably been moving towards communism, there are others who weren't, and who did not represent the interests of the working class.
