My theroy...
Law has never really worked so therefore has only been an idea. To prove my point just take a look at The Cuban, Russian, and Chinese revolutions. Laws are allways broken, re-shaped or replaced. Therefore, I believe there has never been any concrete law.
What are you theroies?

Laws don't do anything. The enforcement of the laws does. If I beat up everyone who smokes marijuana, a lot of people will stop smoking it. The law is just something used for efficiency. If you're saying the enforcement of laws doesn't work, that's not true. If there is significant force to uphold a law, and the people are motivated more by the punishment than removing the law, the law will succeed.
Revolutions start because society gets so bad they have little to lose. If I give 9 people a slice of a pie, and I take the other half, they won't like it. If I chop off their hand if they try to take more, they don't care enough about pie to do anything about it. As long as people maintain a me-first attitude, society could theoretically become totalitarian so long as people were satisfied.
