I don't undestand? Why would he make American companies who are located offshore pay taxes? This will only make them cut jobs so they can afford to pay the taxes

Those companies who are offshore are usually located in tax havens, with very very low tax rates so that they can't pay the taxes here in this country (US); they don't want to pay their share thus resulting in you and me having to pay more.

I am all for closeing those tax loopholes. I pay my taxes why shouldn't companys pay theres?

It's about trying to protect the empire by being protectionist and has the added bonus of continuing to shift blame away from capitalism and the bourgeoisie onto "corrupt corporations who cheated the system". But even then I doubt it's much more then just a pr move. It's got very little to no chance getting passed and Obama knows it. It makes him look like he is actually doing something while in truth he can do nothing to fix the flaws in capitalism.
