They're like that in this country too. If they hear someone swearing in the street, they'll rush over there, start bleating at them and generally provoking them so the person gets even angrier so that the cop can arrest them.

Saw this earlier. I hope one of his family members collapses, and then when he calls 911 screaming: "holy fucking shit my _______ just fell down and is gunna fucking die!!!" I hope the dispatcher does the same to him. Oh what sweet irony that would be.
