In regards to left-politics, does culture, as defined as the behaviors and beliefs characteristic of a particular social, ethnic, or age group, matter at all?

What do I mean by "matter"? Well, does culture prevent certain societies or people from progressing or accepting new ideas? Are certain cultures incompatible with or indisposed to certain economic systems(socialism, capitalism, etc.)? Does it affect society in any significant way?
Free market capitalists, for example, argue that their particular neoliberal economic policies in the Middle East fail because of the Muslim's religious aversion to usury.

Most here, I'm guessing, will probably say no to the question posed. Material conditions (environment) are what matter. Cultures are much too difficult to define.

But judging from the unalloyed hatred of religion(an aspect of culture) among several leftists, I'm not entirely sure.

Perception is just as important as material conditions and both interact with one another. Culture plays a major role in societies and certain characteristics of some cultures make them ill-adapted to adopt certain economic systems or institutions.

Nonetheless, cultures change, and are not static.

Culture is tied directly to Material Economic conditions.

I could pick an infinate amount of examples, i.e. 70's music being rebellious (with political dissent also big in this era), 80's music being over produced commercial shite (yuppies and Thatcherism being big in this era), 90's music being grungey and introspective or mash out raves (capitalism falters in this decade.

Why do rock bands form in 4's and 5's? Because this is what is economically viable to tour/move around with.

Why does Sunderland have issues with Newcastle? Because way back when the King granted Newcastle sole rights to export coal much to the detriment to Sunderland.

Why are Northern Irish Protestants pro-Britian? Because the British government whipped up anti-catholic fear for centuaries to keep in control of N. Ireland.
