Suppose you are driving too fast, and you get pulled over and get a ticket for speeding.
Suppose the fine is $100. Now suppose Bill Gates gets a speeding ticket and pays $100.
Is this fair? Shouldn't fines and fees be based on one's ability to pay? That is, if I am fined
a day's pay, shouldn't Bill be fined a day's pay too? That is, a $100 fine for someone making
$1million a day, is like a minimum wage earner being fined 1/20 of a cent. Do the math.
Should fines and fees be based on ability to pay, as opposed to a flat amount for everyone?
