I prefer community restorative justice initiatives over policing, however in serious crimes over and above violence or theft, such as rape and murder, the police should be involved, because the community doesn't have adequate resources for punishment outside of building a giant wickerman.:) Seriously, though, I think communities are more than capable of handling most disputes and really only if the person is a danger to people outside of that community, whereby by not telling the police you're actually helping them rape or murder again, should we even need them at all.
