Not unless they undertake massive "Free market reforms".
In all honesty, The U.S couldn't care less for the position of Human rights or Democracy in Iran.

Relationships between imperialist states is analogous to horse trading. The United States, being the largest and most militarily powerful state, tries to drive a hard bargain.
If it were in the interests of the US to foster dreams of a New Persian Empire, agreements would be brokered in secret. Statements released for public consumption are often unreliable and manipulative.
