Section One　Outline of Communist Economic Construction



To construct the Communist economy is to create a brand-new kind of economic operation system. The discourse on its construction here only gives the fundamental direction, fundamental system, fundamental mechanism and fundamental methods of the initial stage of the Communist economic construction. With the unceasing development of the Communist economic system, the construction theory of the Communist economic system will be constantly deepened and improved by its builders. There are essential differences between the two economic systems of different civilizations: the old civilizations are possessive social systems, made of possessive economic bases and the superstructures that dominate the economic operation; the new civilization is a non-possessive social system, made of the non-possessive economic system and the superstructure that interacts and interfuses with the economic base.

The social mechanisms of the old civilizations operate under the dominance of politics and are social mechanisms in which politics dominate over possessive benefits and there exist political rules. This is the feature of possessive societies. The social mechanism of the new civilization forms naturally operating mechanisms with the Moral Mysterious Mechanism and there is no political rule, which is the feature of the non-possessive society. The Communist economic system is a non-possessive social system under the new civilization system, which is designed and created by the new civilization ideology formed jointly by the principles of Marxism, Communist Daoism and Taiji Daoism. The ultimate goal of Marxism is to realize the human Communist world. The Communist world is made of the Communist society, which is a non-possessive society. A non-possessive society is determined by a non-possessive economy, and the Communist economy is a non-possessive economy. Non-possessive economy is the economic base of the Communist society, and to construct the Communist economy is to construct the Communist society and realize the Communist world. This is the significance of the Communist economic construction.

2. Economic systems

The Communist economic system is divided into the SCEZ economy and the Communist enterprise economy.

The SCEZ economy is a fairly complete SCEZ society created in the capitalist world system. Since it is up to the political party and the government to establish a society, the SCEZ society must be developed and constructed by the political party and the government with national resources and political resources. The SCEZ society is based on the SCEZ economy, so it is necessary to establish a sound SCEZ economic system in order to establish the SCEZ society.

The Communist enterprise economy is a self-contained Communist economic entity established in the capitalist market system, which can be constructed either by the political party and the government or by social capital. However, social capital must acquire support from the political party or the government to construct the Communist enterprise economy, which should be brought into the existing capitalist market economic system for macro-administration. The Communist lifestyle is based on the Communist economy, and is a non-possessive new human world and new civilization. The construction of the Communist economic system is an economic cause to establish a new human lifestyle instead of acquiring greater economic benefits. This is the fundamental principle in the construction of the Communist economic system. Whoever takes part in the Communist economic construction, whether an investor, a laborer or a sharer, is for the great human cause of world-creation, and it is a conscious and willing life pursuit.

4. Principal Points of Construction

There are four principal points in the construction of the Communist economic system:

(1) The establishment of the Communist lifestyle must be regarded as the fundamental goal. There is no other goal, even less the gaining of profits.

(2) The establishment of a naturally operating mechanism should be regarded as the basic goal. It is only a naturally operating mechanism that can break away from administrative control and conform labor to the requirement of humanity freedom. To build a naturally operating mechanism, it is necessary to build the naturally operating file system of the Communist economy.

(3) The cultivation of the consciousness of non-possessive existence should be considered as the main objective. This is the essential of the new civilization. In the construction of the Communist economic system, the consciousness of non-possession should be deeply rooted in the hearts of the investors, laborers and sharers who take part in the Communist cause to nurture and shape their Communist lives.

(4) The Communist economic system has four forms of development: first, by expanding the influence of the Communist civilization and assimilating large quantities of capitalist economic entities and capitalist investors with the Communist civilization so that they can transform into the Communist economic system; secondly, Communist enterprises (Communist groups) should join the Communist economic alliance system as soon as possible to expand and optimize the scope, function and leading role of the Communist economic sharing system; thirdly, according to the resource allocation of the capitalist market, the Communist enterprise alliance can purchase capitalist resource enterprises and transform them into Communist enterprises or establish new Communist resource enterprises and carry out strategic planning of production resources and construction of Dao fields; and fourthly, Communist economic Dao bodies and Dao fields should be established and optimized as soon as possible, so that function implementation in the physical form and the naturally operating supply relationship and circulation system can be realized in production collaborations inside the Communist economic system to form the Communist Mysterious Mechanism and break away from the impact of the capitalist law of value on the Communist economic system as soon as possible.

5. Essential Requirements

The construction of the Communist economic system should meet the following requirements:

(1) The Communist personnel must receive training in the knowledge of Communism, understand the Communist lifestyle, voluntarily follow the law of morality and acquire certificates of training in Communist knowledge.

(2) Investors and Communist VIPs must invest into the Communist economic construction cause with their surplus money.

(3) Special training institutions of Communist knowledge should be set up by the state or society, and unified training materials, curriculums and standards requisite for completion should be formulated. 1. Requirements for Construction

(3) To join the Communist enterprise economy, one must receive training in Communist knowledge, acquire certificates of training and have a certain level of Communist knowledge and moral stature. To invest in the Communist enterprise economy, rigid sharing financial regulations should be established inside the enterprises according to the sharing principle to avoid such phenomena as embezzling and defrauding of sharing funds which harms the operation mechanism of sharing.

III. Construction Essentials of the SCEZ Economic System

1. Requirements for Construction

(1) It must be made clear that the purpose of building the SCEZ economy is to create a new lifestyle, of which the essential elements are that “humanity is completely liberated” and “labor is man’s primary need” and the living principle is “taking according to needs”. This is carrying out invention and creation of a new lifestyle for the human world, creating a new civilization, a new culture, a new society and a new world with no politics, no government, no money, no benefits and no possession in the human world. It is carrying on the great Communist cause, instead of creating a ruling society for fair competitions.

(2) The nine major Daoist principles for the creation of the Communist economic system must be followed in building the SCEZ economy. Any conduct that is against the nine major Daoist principles will bring great damage to the Communist economic cause.

(3) To create the SCEZ economic system, the masses inside the SCEZ region should be given education and training in the knowledge of Communism for over one year before the pass is sealed, so that every social citizen willing to remain in the SCEZ has a certain level of Communist knowledge and moral stature. After the pass is sealed, talent recruitment will be conducted in the SCEZ and talented people who wish to enter the SCEZ should receive training in Communist knowledge and acquire certificates before entering the SCEZ for life and work.

(4) Precise association systems and association regulations should be formulated inside the SCEZ according to the Communist principles, Communist Dao bodies should be set up, the layout of the Communist Dao fields should be well arranged, and every effort should be made to implement the naturally operating mechanism of the SCEZ economic system.

(5) To join and invest in the SCEZ economy, sound contract and agreement systems should be established according to the state laws and regulations. Relevant contracts and agreements should be signed and the obligations and duties in the contracts and agreements should be fulfilled consciously. 3. Brief Construction Procedure

(1) Before creating the SCEZ economic system, it is necessary to carry out education to popularize the knowledge of Communism among all the people inside the SCEZ. Extensive use should be made of educational institutions, news media and cultural organizations to carry out the Communist civilization construction so that the Communist civilization and Communist knowledge are known to everyone, making them the ideological and cultural entities of the SCEZ.

(2) Clearance of the SCEZ should be carried out before sealing the pass, and the state finance will purchase assets that are unwilling to join the Communist economy, or help assets outside the SCEZ that are willing to join the SCEZ economy replace those inside that are unwilling to join with equivalent values. Secondly, arrange for the citizens unwilling to join the Communist cause to get jobs outside the SCEZ, or help those outside the SCEZ who are willing to take part in the Communist cause to exchange jobs with those inside the SCEZ who are not.

(5) People have freedom to invest in the SCEZ economic system or withdraw from it. But in principle, when withdrawing from the SCEZ, they will be repaid only the amount of capital originally registered. This is because inside the SCEZ, there is no value accounting and the law of morality, rather than the law of value, is followed. Neither is there profit allocation or the notion of it. Therefore, there is no profit accounting or profit allocation for any capital that enters the SCEZ, and neither is there profit accounting or profit allocation when withdrawing from it, so only the original amount is repaid.

IV. Relationship Between the Communist Enterprise Economy and the SCEZ Economy

Both these Communist economic systems are sharing economic systems, and according to the Communist principle of great integration and great unity, these two economic systems should support each other and combine with each other. They should supply each other’s needs, implement sharing between them and form one body to establish the Communist lifestyle together.

A conversion mechanism between the Communist lifestyle in the value form and that in the physical form should be established between the two Communist economic systems, so that the Communist personnel in the two economic systems can enjoy free sharing between the two lifestyles, forming an integration of the Communist lifestyles.

The Communist enterprise (Communist group) is an economic establishment system that carries out the study, invention and creation of the Communist lifestyle. It is an integral part of the Communist cause and the human practice to explore, invent and create the Communist lifestyle in the field of economy.

Its main functions are: to operate and administer the enterprise or group, carry out business operation of the enterprise or group externally and administer the various regulations and naturally operating systems internally, maintain the natural operation of labor and production, supervise and administer the virtue-ability performances and scores of the Communist members, and supervise the security systems of financial accounting, kernel techniques and sharing funds.

Under the Central Office, there are six departments:

1. The File Department: A unified personnel file system must be set up for all the members who invest and take part in the Communist enterprise (Communist group), which is called the “virtue-ability file system of the Communist enterprise (Communist group)”, or the “virtue-ability file” for short. The virtue-ability file is an open file management system, which receives open social supervision. It has the functions of comment and accusation, with the “Performance Redline” and the “Virtue Redline”. The establishment of “one office and six departments” is merely a theoretical reference. Chapter IV　Enterprise Culture (Group Culture)

This is the construction of the spiritual Dao fields of the Communist enterprise (Communist group).

1. Communist oath: Every Communist member that enters the Communist enterprise (Communist group) must take an oath. CPC members must take the oath under the Party flag, and non-CPC members must take the oath under the National Flag. In principle, in a country capable of establishing the Communist enterprise alliance, only one Communist enterprise alliance should be established, and Communist enterprises from countries and regions that have not established Communist enterprise alliances can join the Communist enterprise alliance of another country.

The Communist enterprise alliance can set up second-level and third-level branch establishments in the light of the actual situation to extend the management scope of the Communist enterprise alliance. Example of second-level establishments: X Provincial Ministry of Alliance Affairs of the Chinese Communist Enterprise Alliance, and subordinated to it are the Business Expansion Department, the Risk Management Department and the Sharing Fund Department. Example of third-level establishments: X City Branch of X Provincial Ministry of Alliance Affairs of the Chinese Communist Enterprise Alliance, and subordinated to it are the Business Expansion Branch, the Risk Management Branch and the Sharing Fund Branch. Branch establishments can be set up abroad, and the example is: X Country Ministry of Alliance Affairs of the Chinese Communist Enterprise Alliance, and subordinated to it are the Business Expansion Department, the Risk Management Department and the Sharing Fund Department.

Chapter VII　Withdrawal System

The Communist enterprise alliance is an economic organization with the property of an undertaking that invents and creates the Communist lifestyle in the field of economy, and enterprises and people can join it of their own will and withdraw from it freely. There are three types of withdrawals:

1. Voluntary withdrawal: The assets of some of the Communist enterprises (Communist groups) in the Communist enterprise group are part of the surplus assets of the investors for family investments and family lives. When difficulties arise in the family investments or family lives, the capital invested in the Communist enterprises (Communist groups) may be employed to solve the difficulties in the family lives. Then there will be voluntary withdrawals of Communist enterprises (Communist groups). At the same time, there may be withdrawals of the Communist members in the Communist enterprise alliance for personal reasons. In a voluntary withdrawal, the assets of the investors should be paid back according to provisions in the investment collaboration agreement.

2. Natural withdrawal: When the Communist enterprise alliance is fused into the SCEZ economy directly, the shared properties of the Communist enterprise alliance are naturally fused into the shared properties of the SCEZ economy. For the same reason, the Communist members of the Communist enterprise alliance naturally become social members of the SCEZ. When the capital of an investor withdraws naturally, it is enough to verify the assets and transfer them to relevant management associations of the SCEZ.

3. Penalized withdrawal: When certain Communist personnel members fail to withstand the impact of capitalist interests and have forgotten or abandoned their Communist oath, they may do things harmful to the Communist enterprise alliance, and their virtue-ability levels will fall. If their virtue-ability levels have surpassed the Virtue Redline, the natural operation mechanism of the Communist enterprise alliance will clear them out of the alliance. When a Communist member withdraws from penalty, he will be penalized according to the provisions of the labor contract that is signed when entering the Communist enterprise alliance, and in the case of severe damage, legal procedures shall be started to investigate it.

Chapter VIII　Amendment to the Constitution

The right to amend and interpret this constitution belongs in the alliance council. The motion to amend the constitution must be approved by two thirds of the council members before entering the process of amending. An amended provision of the constitution must be under review from all Communist personnel members of the alliance for over one month and voted by all Communist personnel. The voter turnout should be over two-thirds of all Communist personnel, and over fifty-five percent of the voters should vote in favor of it before it is passed and is issued by the Council for implementation.

Section Four　Outlines of SCEZ Economic Construction


The Special Communist Economic Zone (SCEZ) is a Communist society. The SCEZ economic system is the main body of the economic system of the Communist society, and the Communist enterprise economic system is its supplement. The SCEZ economic system is established and developed under the assistance of the Communist enterprise economic system, and together, they form the Communist lifestyle. The Communist economic builds the Communist lifestyle in the economic form while the SCEZ economy builds the Communist lifestyle in the social form, and human existence must eventually end in the social form. Therefore, building the SCEZ economy is actually building the Communist society. The construction scheme of the SCEZ society is elaborated on in The Communist Sociology, and a brief introduction is given here in order to give a complete discourse on the Communist economic system.

I. Significance of Construction

The Communist society is not a profit society but a non-possessive and non-profit one. The reason why there is dominance and rule over people’s lives from states, political parties, politics and governments, as well as endless contradictions and conflicts, in the current human society is that the human society has entered the possessive society. With possession, there is benefit; with benefit, there are contradictions; with contradictions, there are conflicts; with conflicts, there are afflictions; with afflictions, there is defiance; and with defiance, there is dominance and rule. So possession is the root of afflictions and benefit is their source. Only when possession and benefit are completely eliminated in social existence can there be a pain-free social lifestyle in the human society. The Communist society is a happy society with no possession, no benefits and no afflictions. The SCEZ is a local Communist society of the human world, and the SCEZ society is a Communist society. The SCEZ economy is the economic basis of the SCEZ society, which determines the Communist property of the SCEZ society. Therefore, building the SCEZ economy is building the Communist society. This is the Daoist significance of building the SCEZ economy.

II. Social Principles

The SCEZ is a Communist society, which is a naturally operating social mechanism with no dominance or rule over people’s lives from states, political parties, politics and governments. The natural operation of the Communist society depends mainly on the social bionic mechanism established according to Daoist principles. The bionic social mechanism is a social mechanism simulating to the internal operating mechanism of the human body. The relationships between the organs of the human body are the Daoist relationships of interaction and interfusion, interdependence and co-existence. None of them can dominate or do without others. They prosper or decline as one, forming one integrated Daoist organism. There are no contradictions or conflicts from benefit possession between the Dao bodies, namely, the human organs, inside the human body. Instead, they are mutually existent with complementary functions. In simulating to the mechanism of the human body in the Communist society, it is necessary, in the first place, to remove the factors of possession and benefit, set up social Dao bodies with complementary functions and implement the relationship of mutual existence between the social Dao bodies, in which they can be interactive and interfusing, interdependent and co-existent. Once such social Dao bodies and the relationship of mutual existence are established, the naturally operating bionic Daoist mechanism can be formed. This is the Doaist principle of the natural operation of the Communist society.

However, to establish the non-possessive social mechanism in the human society, every social member of the human society is required to become awakened to the connotation of humanity and the meaning of life from the perspective of Daoism and aware of the social connotation of human life and restore to the truth of morality in human ideology. Only in this way can the human society have a profound understanding of the meaning, Daoist mechanisms and Daoist principles of the non-possessive society and sequentially establish and maintain the non-possessive lifestyle consciously. Therefore, humanity awakening is the fundamental connotation of Communist social principles.

III. Ideological Foundation

The SCEZ society is, after all, a local society inside the capitalist world, and it will certainly go through a process of constant growth, in which it will be affected constantly by the capitalist lifestyle. Therefore, the ideology for the establishment of the SCEZ social mechanism must first be to respect and conform to the law of value and the lifestyle of the capitalist world. It is necessary to seek existence first in the capitalist world before developing and strengthening. This requires that the ideology and theory for the SCEZ construction should contain capitalist elements and Communist elements at the same time. And for a long period of time, the two kinds of ideological elements and construction elements will inevitably get along harmoniously with each other and they will be interactive and interfusing, co-existent and interdependent. In the development of harmonious co-existence and mutual benefits, the trend of social development with decline of one and growth of the other will emerge naturally. That is, the capitalist elements will keep reducing and the Communist elements will keep growing, until in the end the capitalist elements are completely replaced by the Communist elements and the Communist world is realized for all mankind. Therefore, in the construction of the SCEZ economy, the relationship of co-existence in economic benefits and survival benefits between the capitalist economic system and the Communist economic system should be established on the platform of the capitalist market. This is the basic requirement of the SCEZ economic construction. In this sense, the Communist ideology and the capitalist ideology are not opposing, and they have a mutual ideological basis and objective in their pursuit of “natural rights” and “humanity liberation”. This is the ideological foundation for establishing the Daoist relationship of co-existence between Communism and capitalism.

IV. Construction Conditions

The construction of the SCEZ economic system is not the pure construction of an economic system but the construction of a new type of social system, which involves the problems of how to allocate, exploit and utilize land and natural resources. Should they be allocated, exploited and utilized in the possessive way or in the non-possessive way? These problems have to be decided by the state, the political party, politics and the government. Therefore, it is impossible for civil and social capital to construct the SCEZ economic system. Instead, it must be done by the state, the political party, politics and the government.

In the aspect of the essentials of construction, the following conditions are necessary for the construction of the SCEZ economic system:

1. The construction theory: The Communist society is a superior society that operates naturally. Today, mankind has the intelligence to cognize and make changes to the natural environment. So, in order to prevent human intelligence from destroying the natural ecosystems and social mechanisms, establish a harmonious relationship between man and man, man and society, and man and nature and achieve the harmony of natural operation of the human society, it is necessary to have an awakening culture which enables human life to be completely aware of human life, human nature, the nature of society and the meaning of existence. In this way, mankind can form the ideology of existence of great integration and great unity in the awakening culture and develop the construction theory of the Communist society with this ideological consensus. The capitalist society is the outcome of the material revolution, which has developed unconsciously in the social development of material revolution; the Communist society is the outcome of the civilization revolution, which should be established consciously in the social development of civilization revolution. Therefore, the Communist society must have a design, plan and scheme for the construction of a new type of society based on the construction theory. This is a new society, a new world, a new civilization and new mankind established by human beings consciously with their own wisdom.

2. The Communist civilization: The Communist society is a new type of human existence and a new civilization system of mankind, so building the SCEZ society is creating the Communist civilization, including the Communist construction theory and Communist cultural knowledge. That is to say, to build the SCEZ society, it is necessary first to make people understand what the Communist civilization is, so that they can build the SCEZ society with the ideal, knowledge and willingness of the Communist civilization. Only when people have attained humanity awakening in the Communist civilization consisting of the Communist construction theory and the Communist cultural knowledge, become aware of the profound Daoist meaning of the Communist lifestyle and understand the construction scheme of the Communist society is it possible for them to build the SCEZ economic system.

3. Land resources: The SCEZ is a social region and must be built on land resources, without which the SCEZ society would be impossible.

4. Talents and techniques: The building of the SCEZ economy requires a large number of Communist talents who are skilled and have capital, as well as knowledge of the Communist civilization and Communism. Without Communist talents, it would be impossible to build the SCEZ economic system.

5. Initial capital: The SCEZ economy is built inside the world capitalist market system, and due to the fundamental opposition between the Communist social mechanism and the capitalist social mechanism, it is necessary to carry out enclosed construction of the SCEZ. The SCEZ and the capitalist world will be segregated in geographic space so that the two social mechanisms will be separated and do not interfere with each other. The operation system of “roundness inside but squareness outside” (内圆外方, Nei yuan wai fang) is established in the SCEZ, which means that the Communist mechanism is implemented internally and the capitalist mechanism is implemented externally. This can guarantee that the SCEZ is isolated from the capitalist world in geographic space, but it can also carry out exchanges with the capitalist world in the value form. This is the lifestyle in the SCEZ. In establishing the SCEZ, there may be people who are unwilling to accept this lifestyle, and there arises the problem of economic settlement in withdrawing from the SCEZ. So the state and the government must allocate a certain amount of initial construction capital for asset clearance inside the SCEZ, to replace the properties and people unwilling to join the SCEZ so that they can leave the SCEZ or purchase the properties directly and transform them into shared properties of the SCEZ.

6. Political protection: The SCEZ is established inside the capitalist world. With thousands of years of development of the human possessive civilization, from the primitive society to the capitalist society, possessive benefits are already deeply rooted in people’s soul and have become part of the human life and spirit, profoundly dominating people’s thinking and conducts. It is impossible and unrealistic to break away from the effect and dominance of possessive benefits over the human life and human thinking and conducts in a short time. It will be a very painful process of life cultivation with the human life completely remolded to transform from the possessive civilization to the non-possessive civilization, and all the Communist members of the SCEZ must go through the transformation of life between the connotations of the new and old civilizations. The transformation of the civilization connotation of the entire social life is called “social cultivation”. The social cultivation of the human society in the Communist civilization will go along with the whole process of the Communist economic cause, especially the SCEZ economic construction. Therefore, in the initial stage of the establishment of the SCEZ economy, there are sure to be a lot of ideologies, conducts and social forces that are not adaptable to, do not understand, or are even strongly against the construction of the Communist society. This inevitably requires that the Communist politics should carry out its political mission and undertake its historical task of providing protection and guidance for the development and strengthening of the Communist economic cause, especially the SCEZ economy.

V. Construction Principles

In establishing the SCEZ economy, the principles of “free will, capacity, equality, sharing, naturalness and complementation” should be stuck to.

1. The principle of free will: The SCEZ economy has the property of state-owned sharing. When invested in and joining the SCEZ economy, assets will lose their original properties and become state-owned assets for sharing. For example, when a certain private enterprise joins the SCEZ economy, it will transform from a private enterprise into a state-owned one for sharing, which will operate under the state-owned sharing system. When it withdraws from the SCEZ economy, it can restore to its original property as a private enterprise. However, since there is no possessive allocation of profits or profit balance accounting while operating in the SCEZ economy, when it terminates the property of sharing and restores to its original property as a private enterprise, in principle, it will withdraw at its original value when invested in or joining the SCEZ economy. There is no accounting of the income from operation as shared property. Therefore, affiliation with the SCEZ economy must be voluntary and withdrawal from it must also be free.

2. The principle of capacity: In joining the SCEZ economy, the principle of capacity should be followed, and it should not affect the normal lives or other normal operations of the investors. The SCEZ economy is a real economy and it is suggested that however much can be done should depend on how much can be afforded. Investment and participation at the cost of the family or with debts or borrowed money are discouraged. No collaborator that invests at the cost of his family or with debts shall be accepted and there should be no speculative economy of any kind.

3. The principle of equality: The SCEZ economy is a Communist economic entity in the physical form. The purpose of joining the SCEZ economy is to build the Communist lifestyle, not to pursue maximum profits or merely to make a living. In the SCEZ economy, no matter how much capital joins or is invested, how big the operation is, or how much the laborers devote or contribute, they are all equal in personality or in production and there is no difference in social status in production and life. Both cleaners and presidents of Communist associations take what they need freely from self-service material stores or self-service material storehouses by following the principle of “taking according to needs” in consumption. No one is privileged over or superior to others, and no one has the right to control the labor of others or determine their lives.

4. The principle of sharing: Labor outcomes of the SCEZ economy are shared. Ultimate labor outcomes or production and living materials purchased from external capitalist markets are turned into materials for Communist production and consumption to be taken according to needs in the form of material stores or storehouses. No matter how much capital is invested by the investors joining the SCEZ economy, how big the operation is, or how much the laborers of the SCEZ economy devote or contribute in labor, all laborers, operators and investors share the labor outcomes according to the principle of taking according to needs and establish the Communist lifestyle in the physical form together. When the capital turnover of the SCEZ economy is in difficulty, part of the consumption sharing can be turned into production sharing according to the sharing system after being voted through by all Communist members, in order to tide over the difficulty in operation together. 5. The principle of naturalness: A naturally operating labor and production mechanism is realized in the SCEZ economy on the basis of free will, capacity, equality and sharing. In the course of labor and production, if the labors have more than one labor skill, they can exchange their labor posts freely and naturally according to their own specialties in labor on the basis of consultation, free will and responsibility, in order to enjoy different pleasures in labor. A scientific and rigorous labor-production information system is the essential condition to realize the natural mechanism in production and labor.

6. The principle of complementation: In building the SCEZ economy and attracting investments, efforts should be made to design Daoist allocations with function complementation. Supposing, for instance, there is a steel-making enterprise in the SCEZ, then attention should be focused on attracting more upstream and downstream enterprises complementary in function to its production. Upstream enterprises include iron mines, coal-mining enterprises, etc, and downstream enterprises include automobile enterprises, construction enterprise, etc. The principle of complementation enables the SCEZ economy to be self-contained, reducing the dependence of its economic circulation on the capitalist market.

VI. Dao Body Construction

The Dao bodies of the SCEZ economy consist of two hardware systems, eight Communist associations and one awakening culture.

1. Two Hardware Systems

The information system and the logistic system are the bionic nervous system and the bionic circulatory system of the naturally operating mechanism of the Communist society. They are the basic systems of the Communist society and the two major constitutive requirements of the Communist Dao field. All production and living activities in the Communist society are based on the information system and the logistic system, and the production collaborations and consumption connections between associations, associations and individuals, and between individuals are all carried out in the information system and the logistic system. Therefore, the information system and the logistic system must be the bionic nervous system and the bionic circulatory system established with high intelligence and high intensity by expert technicians and managerial talents centralized by the state. Each SCEZ has only one information system and one logistic system built, and the information systems and logistic systems from more than two SCEZ’s will be integrated into unified systems, with unified allocation of techniques and resources, so as to maintain the identity of production collaboration and living consumption between SCEZ’s. There will be no distinction between different zones, as they are integrated and unified into one body. Communist members from one SCEZ can carry out living consumption and productive labor without any difference in another SCEZ.

2. Eight Communist Associations

The Information Association, which manages the operation of the information system;

The Logistic Association, which manages the operation of the logistic system;

The Ecology Association, which manages the ecological balances of resources, population, consumption, etc;

The Labor Association, which manages the collaborative operation of production and circulation;

The Education Association, which manages inspiration and instruction in humanity intelligence, like ideology, education, knowledge, technology, etc.

The Supervisory Association, which conducts supervision on thinking and behaviors in production and life. There are no contradictions from possessive benefits in the SCEZ, but there are humanity conflicts caused by differences in thinking and personality. There may be some Communist members whose Communist ideology may fade and their thinking and behaviors may be distorted by benefits. This may cause obstruction and damage to the natural operation mechanism of the Communist society. The main role of the supervisory association is to supervise the natural operation of the SCEZ, initiate investigations into violations of the rules and regulations of the SCEZ and hand them over to the regulation association for treatment so as to protect the development and growth of the natural operation system of the SCEZ.

The Regulation Association, which formulates rules for the natural operation of the SCEZ, manages the files of all Communist members inside the SCEZ and conducts treatment of violations of the rules. The treatment of violations involves three aspects: first, to deal with Communist members inside the SCEZ who have violated the moral rules; secondly, to deal with tourists who have come to the SCEZ to travel and have violated regulations for travels; and thirdly, to hand over serious acts of vandalism to public security departments outside the SCEZ in charge of the SCEZ security for treatment according to national laws.

The Operation Association, which manages the supply and marketing for production and labor in the SCEZ and is responsible for the sales of the labor products of the SCEZ and the purchase of production and living materials needed by the SCEZ from the capitalist market outside.

The eight Communist associations form the most essential operation mechanisms of the SCEZ. At the initial stage of construction, unified planning and establishment should be carried out by the state. The associations should be created and managed as state-owned enterprises, and the principals of the associations are designated by the state, forming the initial Dao field of the SCEZ. Henceforth, the self-growing development function of the SCEZ is started.

3. One Awakening Culture

The awakening culture includes the noumenon of culture and the application of culture. The noumenon of culture is the Daoist cognizance of nature, society and life, which has the cultural function of awakening humanity. The application of culture is the scientific cognizance of nature, society and life, and it has the cultural function of humanity enjoyment. Humanity can only have real enjoyment on the basis of awakening. Therefore, the awakening culture is a complete Daoist cultural system of the combination of noumenon and application, with the Daoist cultural function of awakening as the basis and the cultural function of enjoyment of science as its application. The combination of the noumenon and the application forms the Communist civilization of humanity awakening.

The two hardware systems, eight Communist associations and one awakening culture are the Communist Dao bodies of the SCEZ with complementary functions, which jointly form the Communist Dao field. So long as these Dao bodies are set up, the Communist Dao field of the SCEZ can be formed and the Communist society will naturally form its natural Daoist bionic operation mechanism, which will develop and grow naturally, with an ever-lasting Daoist destiny.

VII. Characteristics of Development

The development of the SCEZ economic system may be diverse.

1. When the Communist enterprise (Communist group) or the Communist enterprise alliance has developed to a certain extent, it will call for the establishment of the production relationship of the SCEZ economy to keep up with the requirement of the development of productive forces of the Communist enterprise (Communist group) or the Communist enterprise alliance.

2. The state and the government can establish the SCEZ economic system directly, without the need for the construction of the Communist enterprise economic system. But this requires the forceful intervention of the state political power and it is demanding of the state politics.

3. The Communist enterprise (Communist group) or the Communist enterprise alliance can develop simultaneously with the SCEZ, which requires that the state and society achieve a rather strong consensus so that they can jointly develop the Communist economic cause.

4. Because the non-possessive Communist society has the social feature of great integration and great unity, sharing can be realized across administrations, regions and nations among all SCEZ’s through association agreements or association constitutions. General integration can be implemented in resources, products, technology, labor, etc, and they can be united into one body with complementary functions, supplying each other’s needs and forming the SCEZ alliance system. This is the aggregated developing mode of the SCEZ. The SCEZ alliance system is actually the geographical expansion and economic fusion of the SCEZ’s, and in essential, it is an expanded and integrated SCEZ economic system.

5. The SCEZ economic system can invest and develop its own Communist enterprises (Communist groups) or Communist enterprise alliances outside the SCEZ. These Communist enterprises (Communist groups) or Communist enterprise alliances are integrated with the SCEZ economy. Although the Communist lifestyle in the value form is implemented outside the SCEZ, exchanges of real objects can be implemented with the SCEZ economy in production and sharing can be implemented in consumption with the SCEZ. That is, Communist members of the SCEZ’s outside the SCEZ can take what they need inside the SCEZ with their sharing cards, and the Communist members inside the SCEZ can also have qualifications of sharing at the third-level of virtue and ability (the medium level) in the Communist enterprises (Communist groups) or the Communist enterprise alliances outside the SCEZ.

6. The investments attracted by the SCEZ can be invested directly inside the SCEZ, and they can also be used to set up Communist enterprises (Communist groups) or Communist enterprise alliances directly under the SCEZ outside it.

7. Production relationships in the physical form can be developed between the SCEZ and the Communist enterprise alliance. In this way, they can jointly break away from the effects of the capitalist law of value in their production collaborations in the physical form and connect or combine the sharing systems in the SCEZ and the Communist enterprise alliance to realize the maximization of the great integration and great unity of the Communist lifestyle.

Section Five　Basic Contents of Contracts and Agreements of the Communist Economic System

Two illustrations:

No. 1: In the informative texts of the contracts and agreements here, Party A is the Communist enterprise (Communist group), the Communist economic alliance, or the SCEZ regulation association, and Party B is the corporate representative of the enterprise (group), investor, sponsor or social individual.

No. 2: The clauses of the contracts or agreements are only theoretical outlines, meant for theoretical reference when actually signing contracts and agreements.

I. Outlines of the labor contract for an individual to join the Communist enterprise (Communist group) or the Communist enterprise alliance (shortened as the “Communist Labor Contract”)

It is the mutual pursuit of undertakings and ideals of both parties to create the Communist lifestyle with “humanity liberty, labor enjoyment, natural operation and taking according to needs”. To promote the development and growth of the Communist lifestyle, Party B is willing to join the labor system of Party A and conscientiously observe the following clauses:

1. The Communist lifestyle is a new type of social existence, and the labor system of Party A is an important component of the undertaking system to establish the Communist lifestyle. In joining the labor system of Party A, Party B is willing to join in the endeavor to build and promote the development and growth of the Communist lifestyle, instead of seeking for livelihood and the lifestyle with labor.

2. Party B is conscientious and willing to follow the constitution of Party A, and the implementation of the constitution of Party A has the same legal effect as the implementation of this agreement.

3. Party B shall enjoy the Communist life system stipulated in the constitution of Party A, and at the same time should fulfill the obligation to protect the normal operation and development of Party A: guarding the technical and commercial secrets of Party A and maintaining the natural operation mechanism of Party A conscientiously during the term of this contract.

4. In case Party A has sufficient evidence that Party B cannot properly understand and follow the constitution of Party A and the clauses of this agreement, draws from the sharing fund maliciously, or divulges the technical and commercial secrets of Party A for personal economic benefits, causing damage to the economic cause of Party A so that the two sides are unable to jointly pursue and practice the Communist cause, Party A has the right to unilaterally terminate this contract and eliminate the Communist membership of Party B. For the actual losses thus incurred to Party A, Party B shall undertake corresponding legal liabilities of compensation.

5. In case Party B has sufficient evidence that Party A has strayed from the mutual pursuit and foundation of undertakings, Party B has the right to terminate this contract, and for the actual losses thus incurred to Party B, Party A shall undertake corresponding legal liabilities of compensation.

6. In case Party B voluntarily terminates this contract for reasons unrelated to Party A, Party A shall not undertake any legal liability of compensation for losses thus incurred to Party B. The losses thus incurred to Party A shall be settled through consultations, and Party A has the right to take legal actions.

2. Party B is willing and conscientious to follow the constitution of Party A, and the implementation of the constitution of Party A has the same legal effect as the implementation of this agreement.

2) the sharing fund for Communist VIPs.

3. Party A must use the funding from Party B completely in accordance with the wishes of Party B according to the constitution of Party A and Clause 2 of this agreement and shall not use it for other purposes.

4. So long as Party A uses the funding from Party B in the proper way, Party B has no right to interfere with Party A in the use of the funding. Section Six　The Sharing Fund System

The kernel mechanism of the Communist enterprise economy is the sharing fund system, and a perfect sharing fund system is the fundamental guarantee for the normal operation of the Communist enterprise economy.

Communism is a Daoist ideological system of the symmetrical fusion of spirit and matter, and it’s nothing easy to learn, understand and practice Communism and form the Communist ideology, speeches and conducts of high stature. In the study of Communist Daoism, differences will arise in Communist ideological realms due to differences in people’s receptivity, ideological basis, knowledge system, life experience, etc. Therefore, the sharing fund system must have virtue-ability levels set up scientifically, coordinately and efficiently in accordance with the stature of the Communist ideological realms of the Communist members and Communist VIPs. The higher virtue-ability level one has, the higher Communist moral stature he has and the greater sharing amount he can take according to needs. This can encourage people to make efforts to raise their Communist moral statures, providing guarantee of the Communist civilization with profound Daoist meanings for the establishment of the Communist lifestyle and at the same time ensuring the normal operation of the Communist enterprise economy.

The sharing fund system is mainly divided into five parts:

I. The Principle of Sharing

The meaning of sharing: People are consuming all the time, but there is difference in items and quantity that each person consumes at the same time. Sharing means to bring the consumer resources of everybody together and when someone in the league is in need of a large consumption, he can take it from the sharing consumer resources. In this way, large consumptions of individuals are undertaken dispersively by collective consumer resources or those of the whole population. Therefore, sharing is transforming the possibility of individual large consumptions into labor contributions at full capacity through collective labor outcomes or those of the whole population in the lifestyle of the Communist civilization.

The law of large numbers: When tossing the dice, there seems to be no regularity in the number of times each number appears. But after tossing it millions of times, the probability for every number to appear is 1/6, showing a certain degree of regularity. It is the same with people’s consumption. Some people may consume more at a certain time, while other people may consume less; some people may consume more in an age group while others may consume less. People in different age groups have different amounts of consumption, but on the whole, the consumption at a certain time or in a certain age group is approximately definite. It is on this law of large numbers that sharing consumption is based. The output of relevant consumer goods to be produced through collective labor or labor by the whole population can be figured out with the scheduled consumption rate, so that a basic balance between production and consumption can be maintained.

The law of morality: People with a higher consumption rate have a greater chance of taking sharing consumption while people with a low consumption rate have a smaller chance. The Communist cause is an undertaking of morality to establish the Communist lifestyle, in which the law of morality, rather than the law of value, is followed, so however much sharing fee a person puts in, however much labor he devotes or however large assets he invested and however much sharing consumption he takes are all behaviors of morality, not behaviors of value. These are all voluntary and willing pursuits of undertaking to establish the Communist lifestyle. And there is no concern or problem about interest balancing as to whoever takes much or little, or the balance and equality between paying, devoting and taking. In the consumption of scarce goods, there won’t be fights between Communist personnel with noble moral realms, and letting other people enjoy pleasure is in itself a kind of spiritual enjoyment of a moral being.

II. Qualification of Sharing

To become a Communist member or a Communist VIP of the Communist economic system, one must receive training in Communist Daoism and acquire the certificate of virtue-ability levels. Otherwise, he won’t acquire the qualification to enjoy the sharing fund or Communist life. The life-tenure system is implemented to the Communist life of Communist members and there are no retirement provisions in Communist labor. In the light of their ages and abilities, Communist members can take part in labor and enjoy the pleasure from labor if they can and are willing to. Labor posts and workplaces are not fixed, and each Communist member will do what he can for society and enjoy the Communist lifestyle all his life.

Sharers of the Communist life have the freedom to withdraw from the Communist life. People who have withdrawn from the Communist life are no longer participants of the Communist cause and they have returned to the capitalist life. Their labor devotion while working in the Communist enterprises must be calculated according to the capitalist value of labor. It is stipulated in principle that when a Communist member of a Communist enterprise in a certain place withdraws from the enterprise, his labor income will be calculated according to the average income of the local state-owned enterprises. When his total labor income in the Communist enterprise is calculated, it will be offset with the total sharing fee that he has already taken. If his total labor income is greater, then the surplus shall be paid to him. And if his total labor income is smaller, it shall not be made up. People who have withdrawn from the Communist life can again apply or be employed to enter the Communist enterprise, but they have to participate in studies and training again to get their virtue-ability levels. When people withdraw from the Communist life for three times, they can no longer enter the Communist enterprise or the SCEZ until there is no more capitalist society in the whole world.

When a sharer has three bad moral records or one serious moral record, he will be deprived of his qualification of sharing and expelled from the Communist life. People who have been expelled have one chance to reenter Communist enterprises, but their virtue-ability levels must be rated again. When they are expelled for another time, they will not be able to enter the Communist enterprise or the SCEZ again until there is no more capitalist society in the whole world.

III. The Life Sharing System

The life sharing system has two contents: the petty sharing and the large sharing.

The petty sharing mainly refers to the sharing for daily living costs, including the life sharing of Communist members and life sharing of Communist VIPs.

The large sharing mainly includes housing, vehicles, schooling, weddings, funerals, medical treatment, disaster relief, etc. Only Communist members enjoy the large sharing, and Communist VIPs do not enjoy large sharing.

The consumer card system is implemented in life sharing. Communist members hold the green sharing card and Communist VIPs hold the blue sharing card. Two different sharing fund account systems are set for Communist members and Communist VIPs, which do not intercross. Each has its own system and follows its own principles.

1. Basic Formulas

The sharing system is classified into two major systems: the sharing system for Communist members and the sharing system for Communist VIPs, and the sharing system for Communist members is classified into the petty sharing system and the large sharing system. Consumptions in such classified systems should not inter-cross, and each system has its own functions and features and meets the consumer needs in line with the functions and features of the system itself. These sharing systems have a mutual sharing mechanism, and have mutual basic formulas.

The basic formulas are used for calculation in a certain classified sharing system.

(1) The virtual base: The virtual base is the assumed sharing amount of every member at Virtue-Ability Level 1 in the sharing system. The virtual base is an imaginary figure, not a real figure and even less the actual figure. The virtual base does not exist in actual calculation and it is only a virtual place value in the logical deduction of the basic formulas, similar to an imaginary number in mathematics.

The meaning of the virtual base: the assumed sharing amount of Virtue-Ability Level 1.

(2) Virtue-ability bases: The virtue-ability bases are the multiples of the virtual base. Suppose theoretically that Virtue-Ability Level 1 is the virtual base, then the virtue-ability base of whatever level of virtue-ability is whatever times of the virtual base. That is, the virtue-ability base of Virtue-Ability Level 1 is one time the virtual base, that of Virtue-Ability Level 2 is two times the virtual base, that of Virtue-Ability Level 3 is three times the virtual base, that of Virtue-Ability Level 4 is four times the virtual base, and that of Virtue-Ability Level 5 is five times the virtual base. So it can be seen that the assumed sharing amount of members at Virtue-Ability Level 1 is one time that of the members at Virtue-Ability Level 1, the assumed sharing amount of those at Virtue-Ability Level 2 is two times that of the members at Virtue-Ability Level 1, the assumed sharing amount of those at Virtue-Ability Level 3 is three times that of the members at Virtue-Ability Level 1, the assumed sharing amount of those at Virtue-Ability Level 4 is four times that of the members at Virtue-Ability Level 4, and the assumed sharing amount of those at Virtue-Ability Level 5 is five times that of the members at Virtue-Ability Level 1.

The meaning of the virtue-ability base: to determine the multiples between the virtue-ability levels and the assumed sharing amount.

(3) Total base: The base is the assumed sharing amount of each member at Virtue-Ability Level 1, and according to the meaning of the virtue-ability base, the total base is the sum of the virtue-ability bases of all the members at all virtue-ability levels.

The meaning of the total base: the sum of the assumed sharing amounts of all virtue-ability members.

The base formula
Suppose the number of people at Virtue-Ability Level 1 is d1, that at Virtue-Ability Level 2 is d2, that at Virtue-Ability Level 3 is d3, that at Virtue-Ability Level 4 is d4, that at Virtue-Ability Level 5 is d5, and the total base is g, then the calculation formula of the total base is:

(4) Base mapping: Divide the actual amount of the sharing fund by the total base, and the average corresponding sharing limit of each base is obtained. This average corresponding sharing limit is the corresponding value of the assumed sharing amount of the base. The correspondence between the assumed sharing amount and the actual average sharing limit is mapping, and this kind of correspondence is called base mapping. Therefore, through base mapping, what each member at Virtue-Ability Level 1 enjoys is not the assumed amount of the base, but the actual maximum sharing limit corresponding to the base. The outcome of the virtue-ability base mapping is the average maximum sharing limit of the virtue-ability members.

The meaning of base mapping: mapping assumed sharing amount into the actual average maximum sharing limit.

The mapping formula:
Suppose the average maximum limit is z, the total sharing fund is m, and the total base is g, then the mapping formula of the average maximum limit is:

(5) The maximum limit: According to the meanings of base mapping and virtue-ability base, the maximum sharing limit that each member at Virtue-Ability Level 1 practically enjoys is the average maximum limit, the maximum sharing limit that each member at Virtue-Ability Level 2 practically enjoys is twice the maximum sharing limit that each member at Virtue-Ability Level 1 practically enjoys, and the maximum sharing limit that each member at Virtue-Ability Level 3 practically enjoys is three times the maximum sharing limit that each member at Virtue-Ability Level 1 practically enjoys. The rest may be inferred by analogy.

The meaning of the maximum limit: the maximum sharing limit of what each virtue-ability level can take according to needs.

The formula of the limit:
Suppose the maximum sharing limit of Virtue-Ability Level n is x[n], and z is the average maximum limit, then the calculation formula of the graded maximum limit of Virtue-Ability Level n is:

These Communist members do not have salaries and they take their living expenses from the sharing fund. Suppose this enterprise has a petty sharing fund of ￥2.80 million, please figure out and determine the maximum sharing limit that can be taken from the petty sharing fund by members at each of the virtue-ability levels in this enterprise.

If m=2800000, d1=780, d2=504, d3=204, d4=10 and d5=2;
If g= total base; z= average base limit; x1=limit of Virtue-Ability Level 1, x2=limit of Virtue-Ability Level 2, x3=limit of Virtue-Ability Level 3, x4=limit of Virtue-Ability Level 4, and x5=limit of Virtue-Ability Level 5.

According to the calculation, each of the 780 Communist members at Virtue-Ability Level 1 in this Communist enterprise can take ￥1143.86 at the most, ￥2285.72 for each of the 504 Communist members at Level 2, ￥3431.58 for each of the 204 Communist members at Level 3, ￥4575.44 for each of the 10 members at Level 4 and ￥5719.30 for each of the 2 members at Level 5.

2. The Sharing System for Communist Members

Communist members are labors in the Communist enterprise economic system, who have no labor wages and enjoy the Communist lifestyle directly. The sharing consumer cards of Communist members are called “green sharing cards”, which are dedicated consumer cards established in the Communist enterprise economic system on a unified basis. Each consumer card has a specific coding exclusive in the whole of the Communist economic system, and it is also the identification of the Communist member inside the Communist economic system, which can be used to draw money from any Communist enterprise (Communist group) or the Communist enterprise alliance inside the Communist enterprise economic system. It can also be used for consumption inside the SCEZ. The Communist economic system will set up a unified financial accounting system to implement internal clearing of the sharing funds of the SCEZ, Communist enterprises (Communist groups) or the Communist enterprise alliance.

For the Communist life, Communist members enjoy different levels of consumption amounts that they can take according to needs based on different virtue-ability levels, which are not determined by occupations or work posts. Certificates of Communist memberships and green sharing cards are issued by the education and training institutions of Communist culture set up by Communist enterprises on a unified basis, which can be applied universally inside the Communist enterprise economic systems nationwide. If sharing agreements are reached between international Communist enterprise economies, they can be applied universally inside international Communist enterprise economic systems. Communist members can draw sharing consumption capital needed for life freely with the green sharing cards.

The sharing system of Communist members is classified into the petty sharing system and the large sharing system. The petty sharing system is for the need of petty consumption in daily life and the large sharing system is for the need of large consumption in life. The maximum limits of both the petty and the large consumptions are calculated according to the basic sharing formula. In principle, the maximum sharing limit for the petty sharing system shall be calculated by the month, that is, the total amount that is taken according to needs each month must not go beyond the maximum limit; the maximum sharing limit of the large sharing system shall be calculated every half year, that is, the total amount that is taken according to needs every half year should not go beyond the maximum limit. When it is necessary to go beyond the maximum limit in the large sharing, the consumer must fill in an application form and refer it to the person in charge of the sharing fund for approval. The application must give detailed reasons for the consumption and only after being approved can the sharing fund be drawn beyond the limit. After the excessive large drawing is consumed, the consumer must provide tax invoices to prove the authenticity of the consumption, or it can be verified by the management personnel of the sharing fund before an explanatory memorandum of the consumption is signed by the management personnel and the consumer and is submitted. The explanatory memorandum will be recorded in the file of the consumer. The purpose of the rigid regulation of the excessive drawing is mainly to guard against extravagance, malicious drawing and frauds.

The maximum limit cannot be accumulated, and the maximum limit that is not used up during the current period cannot be transferred to the next period.

The sharing fund is linked with the economic benefits of the Communist enterprise. When the enterprise has achieved better economic benefits, there will be more sharing fund, and in case it has poor economic benefits, there will be less sharing fund. When crisis arises in the business of the Communist enterprise, part of the sharing fund can be changed into production fund for emergency for the turnover of the Communist enterprise with the approval of the majority of the Communist members and on condition that the daily consumption of the Communist members in the Communist enterprise can be ensured.

3. The Sharing System for Communist VIPs

While Communist members can participate directly in the construction of the Communist lifestyle in the Communist economic system and are able to experience directly the happiness of the Communist lifestyle, for quite a long time in the construction of the Communist lifestyle, there are a lot of people who, for various reasons, are unable to become Communist members and are unable to experience the happiness of the Communist lifestyle. So it is necessary to set up a sharing system under which everyone can join in the experience of the Communist lifestyle without becoming Communist members. People who want to experience the joy of the Communist life only have to receive training in the knowledge of Communism and get certificates. Then, after paying sharing fees according to the provisions, everyone can become a Communist VIP to enjoy the Communist lifestyle. This is the significance of the Communist VIP sharing system, or the “Communist VIP system” for short.

The sharing method of Communist VIPs and that of Communist members are roughly the same. Maximum limits for different levels are still calculated with the basic sharing formula, so that they can enjoy the pleasure of taking according to needs of the Communist lifestyle within the maximum limits. The sharing fund of the Communist VIPs consists of the sharing fees paid by the Communist VIPs, appropriate allocations of the profits of the Communist enterprises, government funding, social donations, etc. The minimum sharing fee of each Communist VIP is ￥300 per month.

The purpose of joining the Communist VIP system is not to make a fortune in it, or to gain extra advantage by drawing more money, but to experience the joy of the Communist lifestyle. Therefore, Communist VIPs must have a certain level of Communist morality and consciousness and consider becoming a Communist VIP as a kind of meaningful pursuit of life career so that they not only enjoy the pleasure of the Communist lifestyle but also support and join in the establishment of the Communist lifestyle. This is the idea that every Communist VIP should be clear of in joining the system.

To guard against destruction to the establishment of the Communist lifestyle caused by a small number of the Communist VIPs with the mind and conducts of gaining extra advantage, a control system should be designed which disables drawing money beyond the maximum limits in the sharing system of Communist VIPs. The limit control system must have the following functions: early warnings of taking the maximum amount in 3 successive months and inquiries about taking the maximum amount in 5 successive months. If the consumer can give reasonable explanations, then he can continue taking it. In case he continues taking the maximum amount without reasonable reasons, then he will be suspended for 3 months and can continue taking it 3 months later. If a Communist VIP is suspended for three times, then his virtue-ability will be one level down. If a Communist VIP at the lowest level is suspended for three times, he will be deprived of the status as a Communist VIP and blacklisted, and he cannot become a Communist VIP again within three years.

4. The Significance of Philanthropy of the Life Sharing System

The Communist membership system has the philanthropic function of poverty alleviation. The labor profits made by Communist laborers in the Communist enterprise (Communist group) or the Communist enterprise alliance are used as the sharing profits for the lives of the Communist members after the profits for production to maintain the simple reproduction and the intensive expanded reproduction (including equipment and technology updates) are deducted. There is no notion of profit allocation of investors, so the sharing profits are rather great for the Communist members to enjoy. And for this reason, apart from the taxes and insurance premiums that should be paid by the Communist enterprises (Communist groups) and the Communist enterprise alliance on a unified basis as is stipulated by law, all the other subsistence securities are settled by the sharing system of the Communist economic system alone. This can greatly reduce the economic burden of the state and society.

This sharing system enjoyed in Communist labor is in itself philanthropic. In the sharing system, the Communist members do not have the notion of labor value, and labor is the happy enjoyment of life. Humanity liberation is also embodied in the naturally operating economic system and labor system. There is no notion of losses and gains in the labor and enjoyment of the Communist members, and the moral stature and Communist spirit of “more from the abler and consideration for the weak” is embodied among the Communist members. This is the inborn philanthropy of the Communist economic system. There more Communist enterprises (Communist groups) there are and the larger the Communist enterprise alliance is, the more Communist members they can take in and the better they can absorb the poverty-stricken people caused by the capitalist lifestyle.

The Communist VIP system also has the philanthropic function of poverty alleviation. In real life, there are six kinds of impoverished people: poverty-stricken laid-off workers, poverty-stricken rural household, poverty-stricken students, poverty-stricken households due to inability to work caused by deeds of justice and courage, poverty-stricken households due to inability to work of the handicapped and poverty-stricken households due to inability to work for other reasons. Relevant organizations of the state, social philanthropic institutions and social philanthropic people can pay the yearly sharing fees for them and the Communist enterprises (Communist groups) and the Communist economic alliance will give them free trainings in Communist knowledge. When they have acquired certificates of trainings, they can become full Communist VIPs and enjoy the Communist lifestyle of taking according to needs. In the Communist VIP sharing system, people from the six kinds of poverty-stricken families mentioned above are special Communist VIPs, called impoverished Communist VIPs for short. They can take the maximum amounts successively without restriction until their lives are relieved.

When Communist VIPs stop paying sharing fees for personal reasons, they will stop enjoying the Communist life, but their qualifications of Communist VIPs and virtue-ability levels will remain valid for three months. And if they fail to pay the sharing fees three months later, their qualifications of Communist VIPs and virtue-ability levels will be terminated. When the philanthropic donations for the impoverished Communist VIPs stop and their sharing fees are not paid, they will stop enjoying the Communist life, but their qualifications of Communist VIPs and virtue-ability levels will remain valid for one year. And in case their sharing fees are not paid one year later, their qualifications of Communist VIPs and virtue-ability levels will be terminated.

Compared with the Communist membership system, the Communist VIP system has a wider range of philanthropy. So the support and donations of the state and society to the Communist membership system and the Communist VIP system can attain two objectives: they not only support the Communist economic system in establishing the best Communist lifestyle in the human world, but also have the philanthropic effect of poverty alleviation.

5. The Relationship Between the Communist VIP System and the Communist Economic System

In the value system of the capitalist economy, every management system has its cost and profit accountings, so it is impossible to establish the Communist VIP system inside the capitalist economic system. There is no cost or profit accounting in the management of the sharing fund in the Communist economic system, and what is needed is merely to set up a separate Communist VIP system in the sharing fund, which does not need much investment or labor. In the sharing fund of the Communist VIPs, there should be no notion of management costs and all the sharing fund must be for sharing. This is the basic requirement of the normal operation of the Communist VIP system, as well as its basic principle. Therefore, the Communist VIP system must be established inside the Communist economic system.

IV. The Production Sharing System

The production sharing system exists only in the Communist enterprise alliance, and it does not exist in isolate Communist enterprises (Communist groups).

In the naturally operating production system of the Communist enterprise alliance, Communist enterprises (Communist groups) assess their own maximum limits in production sharing according to the amount of the circulating fund that they put in the productive sharing fund when joining the alliance. They can employ the capital freely within the maximum limits to maintain their normal operations. When they have to go beyond their maximum limits, they must hand in application forms to the management personnel of the sharing fund to explain the reasons. They can draw the capital only after the Ministry of Alliance Affairs of the Communist economic alliance considers the balance of the production sharing fund and the development needs of the Communist enterprise alliance and approves it.

The operation principle of “being neither a borrower nor a lender” is implemented in the Communist enterprise alliance. The needs for productive fund of the Communist enterprise alliance can basically be satisfied by its own productive sharing fund, and if it is indeed necessary for the Communist enterprises (Communist groups) of the Communist enterprise alliance to lend out money or operate with loans, they must first file an application to the Risk Management Department of the alliance and acquire approval. When disputes happen to the credits and debts approved by the Communist enterprise alliance, the Legal Department of the Communist enterprise alliance will take charge of the debt recovery and liquidation.

In the production collaborations among the enterprises inside the Communist enterprise alliance, there is no accounting of capital, and economic coordination in the physical form is carried out according to the production agreements. However, the naturally operating financing system of the Communist enterprise alliance will automatically compute the costs of the products according to the settlement records of the production agreements, which will be taken as the basis for pricing in product sales by the finance department and the marketing department, or as the basis for marketing profit accounting. In short, the collaborations among the enterprises of the Communist enterprise alliance are Communist collaborations, embodying the production relationship of function complementation, in which the law of morality, rather than the law of value, is followed. In this way, the sharing of productive resources is implemented inside the enterprises. However, labor collaborations and labor products among the enterprises at every level inside the Communist enterprise alliance will eventually develop into capitalist commodities for external sales. That is to say, once the labor products in the physical form are on external sale, they become commodities of the capitalist market. Then it is necessary to carry out cost and profit accounting, which is implemented by the naturally operating financing system.

V. The Requisition System of the Sharing Fund for Life

In the operations in the capitalist market, Communist enterprises will inevitably meet with fractures in their capital chains. Then, the potential productive property of the sharing funds for life can play the role of providing the Communist enterprises with circulating funds, which will provide financial supports for the operations of the enterprises. When fractures occur in the capital chain, the sharing funds for life can be employed to overcome the difficulties in the capital turnover. This is called fund requisition.

The sharing fund of the Communist members may not necessarily be paid back after the requisition, for the Communist life of Communist members and the Communist enterprises are integrated, which prosper or decline as one. What the enterprise employs are the labor outcomes of the Communist members, which are the properties of the Communist cause. On condition that the subsistence of the Communist members is guaranteed, the sharing fund, especially the large sharing fund, can be employed directly for production turnover after being approved by the council of the Communist enterprise alliance. However, the sharing fees paid by the Communist VIPs are surplus private assets of individuals. Although they have become sharing properties of the Communist economy after entering the sharing fund, they are Communist properties that have been transformed from private properties, and they have not grown out of Communist properties directly. Therefore, before employing the sharing fund of the Communist VIPs, the voting mechanism must be launched, and it can be employed and transformed into productive fund only after being voted by the Communist VIPs and approved by a large majority. And it must be assured that when the difficulty in the productive fund lessens, the sharing fund under requisition must be returned at once to ensure the normal and healthy development of the Communist VIP system. However, in returning the sharing fund under requisition, the interest shall not be taken into consideration, for the law of morality, not the law of value, is followed inside the Communist undertaking.

In the requisition of the sharing funds for life, it must be stipulated in principle that the sharing fund of Communist members should be employed first, and only when that is not enough can the sharing fund of Communist VIPs be employed. Whether in the requisition of the sharing fund of Communist members or in that of Communist VIPs, the subsistence of the Communist members or Communist VIPs with material difficulties should be guaranteed, and no poverty should be brought to them as a result.

The five file systems form independent natural operation systems and the interaction and interfusion of function complementation that develop between the five systems naturally form the bionic mechanism of the Communist social economic system. Other file systems can be established by referring to this theoretical design according to the actual establishment.

I. The Naturally Operating Ecology File System

Function of the file: reflecting the balances between productions, and between production and resources.

Function of the file: reflecting the life qualities of the Communist personnel. During the establishment of the Communist social economic system, it must reflect the virtue-ability states of the Communist members and Communist VIPs in labor and life and the states of their sharing consumptions.

2. It must have a record of the state of the labor being carried on.
3. It must have the search-read function of labor history.
4. It must have a consultation system of supplies and demands of labor skills.

V. The Naturally Operating Virtue-Ability File System

The virtue-ability file is one of the core file systems of the Communist economic file system. It is an open file management system, with an overall record of the virtue-ability data of every Communist member or Communist VIP who takes part in the Communist economic construction. The virtue-ability file is accessible for open social reference and supervision, with the following functions and requirements: first, all the people in the file are subject to open daily supervision from society and the system should have the functions of comment and accusation; secondly, it should have the function of automatic virtue-ability score computing; thirdly, it must have the function of naturally sequencing the lists in descending order according to the total virtue-ability scores and the classification of industries; fourthly, it must have the “Performance Redline” of total virtue-ability scores. When the total virtue-ability scores are below the Performance Redline, those with leading posts will naturally have their posts terminated and their names will be eliminated naturally from the list of leading posts. (I) The Index System

The index system of the virtue-ability file is a quantification recording system that completely reflects and tracks the dynamic states of individual virtue and ability changes. In order that the virtue-ability file can operate naturally in the computer network system, it must be furnished with a data recording system that reflects and tracks the virtue and ability changes by means of figures, that is, the virtue-ability index system.

A scientific and complete index system is the important foundation to reflect the virtue-ability changes accurately, and it will be constantly optimized in the construction of the Communist economic system. The index system here is only a theoretical assumption, in three major categories: ideology, profession and performance. Under the major categories will be nine subcategories, which can reflect and track individual virtue-ability changes theoretically. But it may not necessarily be applicable in practice. In the following index system, each item is attached with subordinate items of “Comment” and “Accusation” from social supervision. (II) Data Sources

Registration forms: When becoming a Communist member or Communist VIP, each social citizen should fill in a registration form and leave factual personal data.

Personal files: These are the current personal files set up by the state for every social citizen. Employees that originally belong to state-owned or collectively-owned enterprises have their personal files, and when these enterprises become Communist enterprises, they naturally bring these personal files with them. In principle, people who enter Communist enterprises (Communist groups) and the SCEZ should also bring their personal files along.

(IV) Principles of Scoring

1. Proportional relationship: The larger the value is, the greater the positive influence, the recognition and the popularity are, and similarly, the greater the negative destruction force is, the greater the deduction will be.

2. The principle of classification: When one item is applicable to several categories, it is classified to the most adequate category. (V) Rules of Scoring

1. In each item, scoring or deduction is carried out according to the degree of the positive or negative influence. For example, if a theoretical work has got a favorable reception internationally, it will score five points. For organizing an international event of trade, culture, politics, etc, five points will be awarded, and the participants will be awarded 4, 3, 2, 1 point(s) respectively according to the corresponding levels of the events. However, so long as one bad record in a person’s virtue-ability score has touched the Virtue Redline, he will naturally be dismissed from the Communist system.

2. The files will be sequenced in descending order according to the total virtue-ability scores. The one with the highest score will be ranked foremost, and the one with the lowest score will be ranked last. For those with identical total virtue-ability scores, they will be distinguished according to the scores of moral ideology; in case those are also identical, they will be distinguished according to the scores of professional capability; in case those are again identical, they will be distinguished by the scores of labor performance; and if those are also identical, they will be distinguished according to the deductions and the one with the least deduction will be ranked first.

The virtue-ability levels are formed by the total items and total virtue-ability scores, and there are five levels, with Level 5 as the highest and Level 1 as the lowest.

5. Total score less than 135 points is considered unqualified, which cannot be rated, and has no qualification to take part in Communist life.

6. Total score that reaches 135 points is rated Virtue-Ability Level 1, 460 points for Virtue-Ability Level 2, 750 points for Virtue-Ability Level 3, 1020 points for Virtue-Ability Level 4 and 1300 points for Virtue-Ability Level 5.

(IX) Virtue-Ability Analysis

During the construction of the Communist economy, especially at its initial stage, an institution must be set up for authoritative evaluation of the performances of the Communist personnel in virtue and ability. Evaluation should be carried out on certain bad virtue-ability performances of the Communist personnel to determine their values of influence. The virtue-ability analysis should be done mainly in the following aspects:

1. Decide on the method of scoring in the item of “Comments”. For instance, in the item of “Positive”, it may be programmed that for every 5000 records, one point will be awarded, and for every 5000 records in the item of “Negative”, one point will be deducted. The virtue-ability analysis should also inspect and verify the authenticity of the records, and unauthentic records should be deleted in real time to ensure the natural calculation of the virtue-ability levels.

2. Carry out Daoist evaluation of the authenticity, severity and range of influence of the item of “Accusation”. Each accusation should be responded with “Under investigation” and its authenticity should be verified in real time. Unauthentic “accusations” should be screened, authentic accusations should be handled in time, and the results should be published to ensure the authenticity of the virtue-ability values.

3. Determine or adjust the Performance Redline and the Virtue Redline according to the actual development of the Communist economy and make authoritative Daoist identifications of those who have touched the redlines.

4. When a bad virtue-ability performance occurs in someone and its value of influence has not touched the Virtue Redline, the institution of virtue-ability analysis should make Daoist identifications of his bad virtue-ability performance, analyze the cause of the bad virtue-ability performance and judge whether his Communist ideological consciousness is wavering and whether he has lost the qualification to enjoy the Communist life. If it is identified that his basic ideological consciousness fails to meet the requirements to enjoy the Communist life, then he is identified as having potentially touched the Virtue Redline, and is considered to have touched the Virtue Redline.
