I think it's probably a "cultural critique."
The author may want to point out the similarities that all 3 have/had "cults of personality" and are revered. One for the Soviet Union/Warsaw Bloc (i.e. the reverence for Marxism-Leninism and things related to it like Dialectics; these things could not be criticized) , One for the U.S. (this may have multiple meanings but it probably connects to Capitalism), and one as a critique against religion (the oldest "opium of the masses"/distraction).

I think the artist wanted to make a social criticism of the U.S. or Capitalism in general by pointing out its hypocrisy. U.S. imperialism (which Lenin would say imperialism is part of capitalist functioning) is not all about spreading Mickey Mouse and MDs (some call this "cultural imperialism", but I don't think the artist is focusing on this) but also mass-murder and war.

Better to switch up the "innocent" characters as well, instead of just using Ronald and Mickey.

I think those pictures you posted are extraordinary (and painfully positive) pieces of graphic propaganda.

And you're right: no problem here switching up the cartoon characters with some truly guilty ones. Here in America we have a vast catalog of rogues from which to choose, like Rumsfeld, Kissinger, Bush, Nixon, Clinton, etc. as well as the corporate entities they represent.

No, I meant "innocent" as Mickey and Ronald, Nike, and middle class America are "innocent". Their image is largely untarnished and "innocent", but the truth is that they all play their role in the big picture that some euphemistically call globalization, or that leftists more accurately call imperialism.
