How was the situation of an undocumented worker settled in the (bureaucratic) ex-socialist states of the 20th century? In the USSR, Yugoslavia, Albania, etc?

Well i know there some. My cuzin went to cuba to become a doctor But they took his papers away so he would leave when his time was done. Also my cuzing said that the cuban people have balls they speak there mind one time my cuzin was in a crowd asking for the over throw of the goverment and fidel came they stfu and left and fidel left. my cuzin said it was crazy how he let them off the hook lol.
